About this opportunity

The Naval Air Warfare Center Aircraft Division (NAWC-AD) intends to award a sole source Firm Fixed Price contract to Innovative Solutions & Support (IS&S) for updating software on the Digital Air Data Computer (DADC), Part Number 9B-81116-1, used on United States Navy and Marine Corps F-5N/F aircraft. The current DADC software lacks functionality to export fault codes and does not properly handle range and condition exceptions for certain input signals, resulting in nuisance cautions displayed to aircrew. The software revision will include design, test, and qualification with objectives of exporting fault codes in appropriate message format and eliminating nuisance cautions. Due to the proprietary nature of the DADC design and limited data rights, NAVAIR anticipates only the Original Equipment Manufacturer IS&S can meet these requirements. The Request for Quote (RFQ) Number N0042125Q0106 will be issued under Federal Acquisition Regulation Part 6 authority, with responses required by 2 P.M. (EST) on July 31, 2025, to Sheryl Pope at sheryl.m.pope.civ@us.navy.mil.

This procurement does not utilize any set-aside designation and specifically targets IS&S as the sole source contractor due to their status as the Original Equipment Manufacturer with proprietary design knowledge. While no specific contract value is mentioned in the solicitation, the government seeks pricing information from potential contractors including whether items are available on commercial price lists or how pricing is determined through alternative methods such as cost-plus percentages or labor rates. The Period of Performance is established for six months from the time of contract award. Performance location is within the United States, and contractors must be registered in the System for Award Management (SAM) Database prior to submitting offers, with invoicing and payment processed through Wide Area Workflow (WAWF) under NET 30 payment terms.

INTRODUCTION

The Naval Air Warfare Center Aircraft Division (NAWC-AD) intends to solicit and award a sole source Firm Fixed Price (FFP) contract to Innovative Solutions & Support (IS&S) to update the software on the Digital Air Data Computer (DADC), P/N 9B-81116-1, used on United States Navy (USN) and United States Marine Corps (USMC) F-5N/F aircraft. The current DADC software configuration does not include functionality to export fault codes and does not account for range and condition exceptions required for certain input signals which result in nuisance cautions displayed to the aircrew. As such, the DADC requires a software revision, which will include design, test, and qualification with the objective of exporting fault codes in an appropriate message format and eliminating nuisance cautions. Due to the proprietary nature of the DADC design and limited data rights, NAVAIR anticipates these requirements can only be met by the Original Equipment Manufacturer IS&S. The Period of Performance (PoP) will be for six (6) months from time of award. Request for Quote (RFQ) Number N0042125Q0106 will be issued on a sole source basis with IS&S under the authority implemented by Federal Acquisition Regulation (FAR) Part 6.
