About this opportunity

The Naval Air Warfare Center Aircraft Division (NAWC-AD) intends to award a sole source Firm Fixed Price contract to Innovative Solutions & Support (IS&S) for updating software on the Digital Air Data Computer (DADC), part number 9B-81116-1, used on United States Navy and Marine Corps F-5N/F aircraft. The current DADC software lacks functionality to export fault codes and does not properly account for range and condition exceptions in input signals, resulting in nuisance cautions being displayed to aircrew. The software revision work will include design, test, and qualification activities with the objective of enabling fault code export in appropriate message formats and eliminating the problematic nuisance cautions. Due to the proprietary nature of the DADC design and limited data rights, NAVAIR anticipates these requirements can only be met by the original equipment manufacturer IS&S. Request for Quote Number N0042125Q0106 will be issued under Federal Acquisition Regulation Part 6 authority, with responses to this notice of intent due by 2:00 PM EST on July 18, 2025, to Sheryl Pope at sheryl.m.pope.civ@us.navy.mil.

This procurement does not utilize any set-aside designations and specifically identifies Innovative Solutions & Support as the intended sole source contractor based on their status as the original equipment manufacturer. The solicitation notice does not specify award values or budget ranges for this software update project. The period of performance is established as six months from the time of contract award. Contractors must be registered in the System for Award Management (SAM) Database prior to submission and will be required to provide company information including CAGE code, DUNS number, pricing methodology, and estimated delivery dates. The place of performance is within the United States, and invoicing and payment will be processed through Wide Area Workflow (WAWF) with NET 30 payment terms.
