About this opportunity

Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF), operating under the Department of the Navy Naval Sea Systems Command, is conducting market research to identify qualified contractors for diesel engine wire harness replacement services on a Virginia-Class submarine. Specifically, the procurement seeks capability to replace wire harnesses on a Caterpillar Model 3512B marine auxiliary diesel generator engine located in the Auxiliary Machine Room. Interested contractors must demonstrate their qualifications through capability statements supported by evidence of past performance, relevant certifications, and organizational capacity. Evaluation will focus on technical merit and capability to accomplish the statement of work, with particular consideration given to experience with Original Equipment Manufacturer (OEM) technical support, marine diesel engine systems, and naval vessel maintenance procedures. Responses must be received by March 30, 2026, which represents the current deadline for submitting capability information; notably, this is a sources sought synopsis intended for market research purposes rather than a formal request for proposals, and submission is entirely voluntary with no government financial responsibility for response costs.

This procurement carries no set-aside designation and has been assigned NAICS code 336611 (Ship Building and Repairing) with a size standard of 1,300 employees, falling under Product Service Code J020 for Maintenance, Repair, and Rebuilding of Ship and Marine Equipment. The scope of work involves replacing two specific wire harnesses (Part Numbers 235-2494 and 159-8079) and requires an OEM technical representative to provide five days of on-site support (40 hours total) to perform removal, installation, and verification testing procedures as detailed in NAVSEA Technical Manual S9324-HA-MC-010 Rev 01. No specific award value or contract budget has been disclosed in this pre-solicitation notice, as the government is still in the market research phase to determine the appropriate procurement method. The government will procure and maintain custody of the replacement wire harnesses prior to contractor installation, and contractors must possess the capability to conduct visual and electrical verification checks and submit detailed reports documenting the results of their work.
