About this opportunity

The Defense Intelligence Agency intends to increase the ceiling of existing IDIQ contract HHM402-21-D-0150, "Threat System Support," on a sole-source basis under a limited sources justification, with responses due by 18 November 2026, 8:00 a.m. Central Time. The notice itself does not name the incumbent, but the attached justification identifies KBR Wyle Services LLC (acquired by Centauri, LLC) as the contractor. The attachment's summary puts the requested ceiling at $145 million, an increase of $65.5 million over the current $79.5 million, with 22 task orders totaling $69.4 million awarded against the current ceiling and the period running through 21 May 2031. The Defense Intelligence Agency's Virginia Contracting Activity issued the justification for the Missile and Space Intelligence Center, and no set-aside is used.

The justification cites FAR 6.103-1 (Only One Responsible Source), based on the contractor's more than five years of continuous institutional knowledge. Per the attachment, market research found that a replacement IDIQ is not viable in the near term because procurement lead time is approximately 350 days, which would create unacceptable service gaps. The action supports continuity of critical contractor services for threat intelligence analysis, threat representation hardware and software, Electronic Warfare, cyber operations, foreign material exploitation, and artificial intelligence and machine learning support to DOT&E Warfare Directorates and DIA operations. Responses go by email to Contract Specialist Ashley Morris at Ashley.morris@dodiis.mil and Contracting Officer Noryem Maldonado at Noryem.maldonado@dodiis.mil, and the notice states that telephone inquiries will not be accepted.
