About this file

This document is a Justification for Other Than Full and Open Competition (J-FY27-0008) dated 5 October 2026, issued by the Defense Intelligence Agency's Virginia Contracting Activity.

The justification supports a ceiling increase for the Indefinite Delivery/Indefinite Quantity (IDIQ) contract HHM402-21-D-0150 "Threat System Support" with KBR Wyle Services LLC (acquired by Centauri, LLC). The contract was originally awarded on 22 May 2021 with a total ceiling of $79,467,840.00 and is structured with a five-year base period and five-year option period running through 21 May 2031. MSIC (Missile and Space Intelligence Center) requests approval to increase the ceiling from $79,467,840.00 to $145,000,000.00, an increase of $65,532,160.00. To date, 22 task orders totaling $69,427,546.85 have been awarded against the current TETRA ceiling, with an additional $1 million pending obligation expected to reach the ceiling in FY27. The contractor provides specialized technical and programmatic support including threat intelligence analysis, threat representation hardware and software, Electronic Warfare, cyber operations, foreign material exploitation, artificial intelligence, machine learning, and neural networks to support DOT&E Warfare Directorates and DIA operations.

The justification cites FAR 6.103-1 (Only One Responsible Source) as the authority for proceeding without full and open competition, emphasizing KBR's five-plus years of continuous institutional knowledge and expertise that cannot be easily replicated by a new contractor. Market research determined that re-competing a replacement IDIQ is not viable in the near term due to an estimated one to two-year procurement lead time (approximately 350 days Procurement and Acquisition Lead Time), which would create unacceptable service gaps. The contracting officer determined anticipated costs are fair and reasonable based on historical costs and verified labor rates against Bureau of Labor Statistics data. An intent notice was posted on SAM.gov on 3 November 2026 for 16 calendar days.
