About this opportunity
The Naval Air Systems Command (NAVAIR) intends to award a sole source contract to BAE Systems Electronic Systems for enhancing cyber requirements within the Digital Interrogator (DI) system. Specifically, the contract will implement the separation of user administrative roles and user kiosk roles for the Data Entry Device (DED). BAE Systems is being identified as the sole source for this procurement due to their unique position as the exclusive designer, developer, and manufacturer of the Digital Interrogator. The contract is being pursued under Title 10, U.S. Code 2304 (c)(1), which allows for a non-competitive procurement when only one responsible source can meet agency requirements. The pre-solicitation notice was posted on April 28, 2025, with a response deadline of May 13, 2025, though the government emphasizes this is an informational notice and does not guarantee a solicitation or award.
The procurement does not have a specific set-aside designation and falls under the NAICS category 334511 for Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing. The contract will be executed through the Department of the Navy's Naval Air Systems Command, a defense agency. While no specific award value was disclosed, interested firms seeking subcontracting opportunities can contact Abe Leidner, BAE Systems Subcontracts Manager Lead, at abe.leidner@baesystems.com or (631) 262-8204. The government has explicitly stated that no telephone responses will be accepted and that they will not reimburse any costs associated with potential responses. Furthermore, the notice emphasizes that the government retains full discretion in determining whether to compete the procurement and is not obligated to issue a solicitation or make an award.
