About this opportunity

The Department of Homeland Security's Customs and Border Protection (CBP) has issued a Special Notice for the DHS/CBP Uniform III Follow-on Contract, which is a Request for Information (RFI) addressing questions from potential contractors. This RFI is a continuation of a previous notice related to uniform procurement for multiple DHS components, including CBP, TSA, ICE, FLETC, USSS, and USCG. The notice provides an opportunity for contractors to review uniform samples and seek clarification on the upcoming procurement. The contract is expected to cover approximately 1,600-1,800 uniform items with an annual value of around $120 million. The procurement will support uniform requirements for various DHS agencies, with CBP serving as the lead agency.

Contractors are encouraged to carefully review the attached documents and have a second opportunity to visit the CBP Uniforms Article Room in Washington DC to examine sample uniforms. The procurement will be an unrestricted contract, but with a focus on maximizing small business participation while maintaining compliance with the Kissell Amendment and USMCA. Key deadlines include a planned solicitation release on September 15, 2025, with proposals due by January 15, 2026, and an anticipated contract award by August 31, 2026. The contract is expected to have a 3-year base period with additional option years, requiring the selected vendor to provide quartermaster services, maintain an online ordering system, and meet specific shipping requirements. Vendors should be prepared to offer primarily Commercial Off-The-Shelf (COTS) items with potential minor modifications, and be able to navigate sourcing restrictions and specific uniform requirements for different DHS components.

Notice text

This RFI is a follow-on to notice ID 70B01C25R00000001 for the U.S. Customs and Border Protection Uniforms Contract on behalf of DHS and its components (DHS/CBP Uniform III Follow-on Contract notice).

The purpose of this second RFI posting is for the government to answer the questions which were submitted in response to the original referenced RFI. Interested contractors are highly encouraged to review the attachements in their entirety.

Additionally, contractors have a second opportunity to visit or re-visit the CBP Uniforms Article Room in Washington DC for a second-look at sample uniforms. Questions or further information regarding this RFI should be submitted in writing by e-mail (only) to the CBP Contract Specialist, Cami Schmidt at camilla.j.schmidt@cbp.dhs.gov. The subject line of the e-mail should reference this RFI in order to not be overlooked.
