About this opportunity

The General Services Administration Federal Acquisition Service seeks quotations for the purchase of six new 2026 Toyota vehicles—two Highlanders and two Tacomas for Guam, and one Highlander and one Tacoma for Saipan—with quotations due May 7, 2026 at 8:30 AM EST and questions due May 6, 2026 at 8:00 AM ET. This is a 100% small business set-aside. Amendment 001 (issued May 7) modifies award structure: the Government will award the two Saipan line items to one contractor and the two Guam line items to one contractor, with no more than one award per location and a maximum of two total awards, though the Government reserves the right to make a single award for all four line items if determined in its best interest.

Place of performance is Guam and Saipan, with delivery required no later than May 15, 2026. All vehicles must be new with under 500 miles, available on dealership lots at time of delivery. Specifications require an Intercooled Turbo Regular Unleaded 2.4L/146 i-FORCE 4-cylinder turbocharged engine with 8-speed automatic transmission, 4WD drivetrain, and Class III towing equipment rated for 6,000 lbs. Color requirements are Heavy Metal for Highlanders and Black for Tacomas. All vehicles must include extensive safety features: multiple airbags, electronic stability control, lane departure alert with keeping assist, collision mitigation, blind spot monitoring, rear cross-traffic alert, back-up camera, and hill descent/hold control.

Vendors may bid on any combination of line items but must submit bids for entire quantities per line item; partial quantity bids will not be accepted. All pricing must be FOB Destination, inclusive of applicable federal, state, and local taxes. Evaluation weights technical compliance and past performance (minimum two, maximum three recent relevant government contracts) equally against price. Respondents must maintain active SAM.gov registration and acknowledge all amendments. Quotations must include completed SF 18 forms, technical and past performance documentation (20 and 3 pages respectively), price schedules, specification compliance documentation, GSA Fleet Systems Account Application Form, and manufacturer's vehicle window stickers. Post-award administration requires invoicing through GSAFleet.gov with vehicle status updates.
