About this opportunity

The Department of Homeland Security Office of Procurement Operations issued a sole source justification on April 22, 2026, to award a bridge contract to LMI Consulting LLC for the continued provision of Advisory and Assistance Services supporting the Office of Health Security across multiple directorates including Health, Food and Agriculture Resilience; Healthcare Systems and Oversight; Health Information Systems and Decision Support; and the Chief Medical Officer's office. The services encompass project planning and implementation, research analysis, subject matter expert advisory support, technical documentation development, budget planning, procurement support, and administrative services in support of federal personnel working on health security, immigration and detention health, global health security, and biodefense initiatives. The sole source award was justified based on the expiration of the incumbent contract on April 20, 2026, delays in the long-term U.S. Customs and Border Protection EBMSS 2.0 BPA procurement caused by post-award protests and government shutdowns, and limited market availability of qualified vendors, necessitating a short-term bridge with the incumbent provider to maintain mission continuity. The contract awarded to LMI Consulting LLC covers a three-month base period from April 21, 2026, through July 20, 2026, with two additional three-month option periods extending through January 20, 2027, with pricing details redacted from the published justification. This gap-filling contract is funded through FY2026 Operations and Support allocations and will be posted on SAM.gov in accordance with applicable federal acquisition regulations.
