About this opportunity
The Department of Veterans Affairs Technology Acquisition Center is procuring continued software maintenance services for MVS/QuickRef software products currently in use by the VA's Office of Information and Technology Infrastructure Operations division. This is a non-competitive sole-source procurement under FAR 6.302-1 issued as Request for Quote 36C10B25Q0479, seeking maintenance services that include quarterly software upgrades, updates, major releases, point releases, service releases, and security releases. The contractor must provide high-risk vulnerability fixes within 48 hours when required and maintain a dedicated point of contact and secure connection capabilities using Secure File Transfer Protocol (SFTP) for software updates and diagnostic information transfer. The solicitation is structured as a combined synopsis/solicitation with no separate solicitation document to follow. Responses are due by September 15, 2025, at 4:00 PM Eastern Daylight Time.
This procurement does not utilize any set-aside designations, though it is specifically targeted to Chicago Soft, LTD, a small business incumbent contractor located at 2456 Christian St, U1, White River Junction, VT 05001. The total anticipated contract value is $372,521.66 over the potential contract duration. The base performance period spans 12 months from October 1, 2025, to September 30, 2026, with four additional 12-month option periods possible. The justification for sole-source award indicates that Chicago Soft is the only vendor capable of providing the required maintenance due to their proprietary control over the software's source code, database structures, protocols, and programming interfaces. Performance will occur at the VA Technology Acquisition Center location at 1615 Woodward St, Austin, TX 78741.
