About this opportunity
The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 15 seeks a single-award Indefinite Delivery, Indefinite Quantity contract for private Ethernet transport services supporting Illinois Law Enforcement Agencies Data System (LEADS 3.0) connectivity at Marion VA Health Care System, with proposals due May 13, 2026 at 5:00 p.m. CST and questions due May 8, 2026 at 7:00 a.m. CST.
The procurement is unrestricted, NAICS 517111 (1500+ employees size standard). Place of performance is Marion, Illinois at 2401 West Main Street, Building 37, with the main distribution frame located in Building 42, Room A102. The incumbent contractor is Frontier Communications (large business), performing under contract 36C25521P0283 through May 31, 2026.
The contractor must provide a dedicated Layer 2 private Ethernet transport circuit between Marion VA Health Care System and the Illinois Century Network point of presence, with minimum bandwidth of 10–20 Mbps and logical segmentation for LEADS traffic. The service includes internal cabling and pathways installation with firestopping, rack infrastructure coordination, dedicated Cat6 copper cabling for the LEADS workstation, and 802.1X authentication support. All contractor personnel requiring access to LEADS-connected infrastructure must undergo Criminal Justice Information Services (CJIS) background screening. The contractor must be approved as an acceptable ICN transport provider by the Illinois Department of Innovation and Technology and LEADS, and separately approved by Illinois State Police LEADS Administration for CJIS compliance.
The contract runs five consecutive twelve-month ordering periods from June 1, 2026 through May 31, 2031. Evaluation treats technical acceptability, past performance, and price as equal factors. Past performance references must demonstrate comparable VPN Ethernet or private Ethernet transport services experience from the last three years. Amendment 0002, effective May 7, inserts FAR 52.222-90 prohibiting contractors and subcontractors from engaging in racially discriminatory diversity, equity, and inclusion activities. A mandatory site visit is scheduled for May 6, 2026, 12:00 p.m. to 1:00 p.m., coordinated through David Kinley at David.Kinley@va.gov or 618-997-5311 Ext. 154293.
