About this file

This is an Amendment of Solicitation/Modification of Contract (Standard Form 30) issued by the Department of Veterans Affairs Network Contracting Office (NCO) in Leavenworth, Kansas for solicitation 36C25526Q0351. The amendment provides answers to offeror questions and details regarding a mandatory site visit scheduled for Wednesday, May 6, 2026 from 12:00 p.m. to 1:00 p.m. at the Marion VA Health Care Center. Attendees should report to Police Operations near the main entrance of Building 42, with site visit coordination through David Kinley at David.Kinley@va.gov or 618-997-5311 Ext. 154293. The quote submission deadline is Wednesday, May 13, 2026 by 5:00 p.m. CST, and the question-and-answer period has been extended to Friday, May 8 by 7:00 a.m. CST. The contracting officer is Lisa A. Buchanan, and the contract specialist is Erika Kobulnicky (Erika.Kobulnicky@va.gov).

The requirement is for private Ethernet transport services to support Illinois Law Enforcement Agencies Data System (LEADS 3.0) connectivity at the Marion VA Health Care Center located at 2401 West Main Street, Marion, Illinois 62959 (Building 37). This is not a new requirement; the incumbent contract is 36C25521P0283, awarded to Frontier Communications (large business) with a performance period from June 1, 2021 through May 31, 2026. The amendment clarifies that vendors must coordinate directly with the Illinois Century Network (ICN) and the Illinois Department of Innovation and Technology (DoIT) to determine the appropriate Point of Presence (POP), POP address/ID, and handoff requirements for the private Layer-2 transport circuit. The MDF is located in the Police Dispatch Office (Building 42, Room A102), and site surveys can be arranged through Acting Chief Kinley for bidders seeking clarification on precise delivery requirements at the VA end.

QUESTION AND ANSWERS:

1. I am requesting confirmation of the correct Illinois Century Network (ICN) Point of Presence (POP) to be used for LEADS connectivity for the following location:

Marion VA Health Care System 2401 West Main St. Marion, IL 62959 Building 37 Could you please provide:

· The designated ICN POP for this address

· POP address and ID

· Handoff requirements (fiber or copper, SFP type, etc.)

· Any additional technical requirements for connecting a private Layer-2 transport circuit to ICN for LEADS This information is needed so we can obtain transport pricing from our carrier.

ANSWER: The Government does not designate a specific Illinois Century Network (ICN) Point of Presence (POP) for this requirement in the solicitation. Vendors are responsible for coordinating directly with ICN/Illinois Department of Innovation and Technology (DoIT) to determine the appropriate POP, POP address/ID, and handoff requirements (fiber or copper, SFP type, etc.), as well as any additional technical requirements for connecting a private Layer-2 transport circuit for LEADS. The requirement is to provide a private Ethernet transport circuit (e.g., Metro E, EVPL, Layer 2) from Marion VA Health Care System, 2401 West Main St., Marion, IL 62959 (Building 37), to an ICN POP as required by the State of Illinois.

2. What is the physical address and cross-connect specifications of the ICN POP closest to Marion, IL 62959 for a last-mile circuit termination?

ANSWER: The solicitation and public supporting documents do not identify a specific ICN POP, POP ID, or exact handoff specs for this Marion VA location; those details must be obtained from ICN/DoIT directly.

3. We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services.

If not brand new, could you please provide the current / previous contract number?

ANSWER: This is not a brand new contract. The current/previous contract is 36C25521P0283, a five-year award to Frontier Communications (large business) with a period of performance from 06/01/2021 through 05/31/2026.

4. We understand that the transport circuit shall terminate at the building demarc in Building 37, Room 131 (SE corner). Since it goes on to say “The Contractor shall provide and install any new fiber or copper cabling needed between the telecom demarc and the MDF/IDF rack where the DoIT router and VA network equipment reside, if the existing handoff is not already present”

What is unclear is WHERE exactly the MDF is located? Is it collocated within the Demarc location (BLDG 37, Room 131), or is it located with the Police Dispatch Office (BLDG 42, Room A102)? Can we do a site survey before we bid in order to clear up any questions or confusion on the precise delivery at the VA end? (Again, we understand the CJIS / ICN LEADS requirement as that is done across the state for other sites.)

Who can we coordinate the site survey with?

ANSWER: The MDF is located in the Police Dispatch Office (BLDG 42, Room A102). A site survey can be arranged through Acting Chief Kinley: david.kinley@va.gov.

5. Would you please provide the exact ICN POP location (facility name and address) where the carrier circuit must terminate for Marion VA LEADS connectivity? You mentioned Carbondale POP.

ANSWER: The Government does not designate a specific Illinois Century Network (ICN) Point of Presence (POP) location, facility name, or street address in the solicitation materials. While Carbondale has been mentioned in related contexts, the solicitation does not confirm Carbondale POP as the designated termination point for this specific Marion VA LEADS connectivity requirement. Vendors must coordinate directly with the Illinois Century Network (ICN) and the Illinois Department of Innovation and Technology (DoIT).
