About this opportunity
The Defense Finance and Accounting Service (DFAS) is conducting a Request for Information (RFI) to identify qualified vendors capable of modernizing the General Accounting & Finance System (GAFS-M), with responses due by June 19, 2026 at 5 PM EST.
DFAS seeks market research on vendors experienced in refactoring and migrating a Unisys OS2200 mainframe platform containing approximately 2 million lines of COBOL code and Job Control Language (JCL) to modern technologies including Java, Python, and HTML. The modernized solution must be Government Owned/Government Operated, incorporate a relational database, and comply with Risk Management Framework (RMF) and Federal Information System Controls Audit Manual (FISCAM) requirements. The system must support classified transactions at IL-7 level, achieve 99.5% uptime, deliver 2–10 second response times for inquiries, and process large batch files within 5 minutes. The solution must be Section 508 compliant and undergo vulnerability assessments with no Category I or II vulnerabilities. If cloud-based or Software-as-a-Service solutions are proposed, they must obtain FedRAMP and Department of War approval at levels specified in the RFI.
DFAS anticipates the system will process approximately 300–500 monthly interface files from roughly five interface partners serving approximately 50 users. Period of performance has not yet been finalized. No incumbent contractor currently supports the system. Responses must address 18 questions covering refactoring experience, methodology, timelines, testing, team composition, labor hour estimates, security plans, and data governance policies ensuring absolute isolation of Government data from AI/ML/LLM training pipelines. Small businesses must answer five additional questions regarding mainframe conversion capabilities, NAICS codes, and SBA certifications (8(a), Service-Disabled Veteran Owned, HUBZone). Vendors must provide at least three recent relevant contracts from the past 3–5 years, non-binding Rough Order of Magnitude estimates, and industry performance standard recommendations. The Q&A attachment was added on June 18, 2026. This RFI does not obligate award and does not constitute a solicitation.
