About this opportunity
The Federal Highway Administration's Office of Federal Lands Highway, in partnership with the National Park Service, is soliciting proposals to develop an Automated Driving System (ADS) National Strategy through operational pilots of vehicle automation technologies at three national park units: Acadia National Park, Golden Gate National Recreation Area, and Yosemite National Park. The solicitation seeks comprehensive technical approaches and implementation plans to test and evaluate Advanced Driver Assistance Systems (ADAS) and Automated Driving Systems (ADS) in remote, challenging park environments to inform long-term integration into parks' transportation systems and improve efficiency and sustainability. The two-step evaluation process requires an initial Volume I White Paper submission, with the most recent deadline of September 5, 2025, followed by Volume II (Technical Proposal) and Volume III (Cost Proposal) due October 17, 2025. Proposals will be evaluated based on technical approach, team capabilities, schedule management, risk mitigation strategies, and cost-effectiveness, with evaluation criteria including technology innovation, feasibility in challenging park environments, and the potential for broader applicability to federal land management agencies. The questions deadline was extended to October 2, 2025, and the government anticipates awarding up to three contracts with contract awards anticipated in December 2025.
This solicitation is being conducted with no set-aside designations and is limited to United States businesses. The estimated total funding ranges from $1 million to $3.1 million for both contract phases combined. The project is structured in two phases: Phase 1 running from January 2026 through December 2026 (12 months), and an optional Phase 2 from January 2027 through March 2028 (15 months), with a Go/No Go Decision scheduled for December 2026 regarding Phase 2 exercise. Offerors may propose pilots for one, two, or all three national park locations and must address operational requirements including provision of safety drivers, communication and dispatch systems, data collection frameworks, and visitor experience considerations. The place of performance is identified as Washington, DC, USA, though operations and pilots will occur at the three specified national park locations, and contractors must comply with Section 508 accessibility standards, Buy America requirements, and insurance requirements including $5 million in General Liability and $5 million in Auto Liability coverage.
