About this opportunity
The Naval Surface Warfare Center, Philadelphia Division (NSWCPD) is seeking engineering and technical services for the development, modernization, acquisition, deployment, and life cycle maintenance of the Integrated Condition Assessment System (ICAS). The procurement will be a Cost-Plus-Fixed-Fee, Indefinite-Quantity, Indefinite-Delivery type contract within the Engineering Services (NAICS 541330) category. ICAS is a software-based system that enables automated monitoring and digital log keeping for Condition Based Maintenance across approximately 65 U.S. Navy vessels, including various ship classes like Arleigh Burke and Ticonderoga. Interested contractors must submit white papers by March 13, 2025, at 5:00 PM EST, demonstrating their capability to serve as both In-Service Engineering Agent and Software Support Agent. The white papers should include corporate information, facility clearance level, accounting system approval status, past performance examples, and technical capabilities, with a requirement that 51% of work be performed by the contractor's own employees.
There is no specific set-aside designation for this contract opportunity. The solicitation will be available electronically, and the government has not specified a precise award value or budget range for the ICAS maintenance and support contract. The contract will require the selected contractor to establish an ICAS development and test facility, implement ISO 9001:2015 quality management systems, and follow NSWCPD Systems Engineering Process practices. The system covers monitoring of critical shipboard systems including main propulsion, reduction gear, fuel oil service, air conditioning, distilling plants, and compressed air systems through Windows-based workstations. While this is a pre-solicitation notice and does not guarantee a future solicitation, it represents the Navy's initial market research to understand potential contractor capabilities for this complex technical support requirement.
