The Department of Agriculture Agricultural Research Service seeks development and design of a mid-density Single Nucleotide Polymorphic (SNP) marker panel assay containing 5,000 SNPs for sugarcane genomic research, with quotations due September 3, 2026. This is a Total Small Business Set-Aside with a small business size standard of 1,000 employees, foreclosing competition outside that category.

Place of performance is Canal Point, Florida. The work involves updating an existing 3.5K-SNP panel previously developed by USDA ARS in Houma, Louisiana by adding 1,500 SNP sequences selected from Canal Point germplasm. The contractor must design primers, synthesize primers, and validate the SNP panel by genotyping 190 clones from Florida materials, with delivery required by September 30, 2026, on an F.O.B. Destination basis to the Sugarcane Production Research facility in Canal Point. All supplies and labor costs are included; government-furnished materials and facilities are not required.

Award will be made to the lowest price technically acceptable offer using a two-stage evaluation: only the lowest priced offer will be evaluated for technical acceptability; if unacceptable, evaluation proceeds to the next lowest priced offer in order until a technically acceptable offer with acceptable or neutral past performance is identified. The Government anticipates making one award. Offerors must submit firm fixed-price quotations on company letterhead with item descriptions, unit prices, total costs, SAM UEI number, and a technical proposal describing essential features and performance specifications. Prevailing wage rates per Palm Beach County Wage Determination 2015-4573 apply.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12.  This announcement constitutes the only solicitation.  Quotations are being requested and a separate written solicitation will not be issued. 

Solicitation number 1232SA26Q0668 is issued as a Request for Quotation (RFQ) to develop and design a mid-density Single Nucleotide Polymorphic (SNP) marker panel assay (5000 SNPs) for sugarcane genomic research. Update an existing custom-made sugarcane SNP panel developed by USDA, ARS, SEA, Sugarcane Research Unit, Houma, LA in strict accordance as outlined in attached Statement of Work (SOW).

This acquisition  is set-aside for small business concerns.  The applicable North American Industry Classification Standard Code is 541715  The small business size standard is 1,000 employees. This acquisition is a Total Small Business Set-Aside.  All responsible sources may submit a quotation which will be considered by the agency.
