About this file

This is a Statement of Work (SOW) for the development and design of a mid-density Single Nucleotide Polymorphic (SNP) marker panel assay containing 5,000 SNPs for sugarcane genomic research. The contractor is tasked with expanding an existing 3.5K-SNP panel previously developed by USDA ARS in Houma, Louisiana by adding 1,500 SNP sequences selected from Canal Point, Florida germplasm. The technical scope requires the contractor to design primers, synthesize primers, and validate the SNP panel by genotyping 190 clones from Florida materials. All supplies and labor costs are included in the project order, and the completed SNP panel must be delivered by September 30, 2026, to the USDA facility located at 12990 US Hwy 441 N, Canal Point, FL 33438. The validated SNP panel will support subsequent genomic selection efforts across both the Louisiana and Florida USDA ARS sugarcane breeding programs, which regularly exchange breeding materials through crossbreeding initiatives.

This acquisition is issued as a Request for Quotation (RFQ) under FAR Part 12 for commercial items and is designated as a Total Small Business Set-Aside with no separate written solicitation to follow. The North American Industry Classification Standard Code is 541715, with a small business size standard of 1,000 employees. The solicitation number is 1232SA26Q0668, issued by the Department of Agriculture Agricultural Research Service. Government-furnished materials and facilities are not required, as contractor work will be conducted independently; however, USDA scientists will assess SNP panel performance and validate effectiveness prior to payment authorization.

Statement of Work (SOW) Project: Developing sugarcane marker panel assay

GENERAL INFORMATION

1.0 Scope of Work: A mid density Singel nucleotide polymorphic (SNP) marker panel (5000 SNPs) will be developed and designed.

2.0 Background: A 3.5K-SNP panel has already been developed for sugarcane using USDA ARS, Houma, LA sugarcane breeding materials in collaboration at Agriplex. The objective is to increase the usage of this enriched 5K-SNP panel across two USDA ARS sugarcane breeding programs (LA and FL) since there is exchange of materials between Louisiana and Florida through crossbreeding. In order to do that a total of 1500 SNPs selected from Canal Point (CP), Florda germplasm. This panel will be used in our subsequent genotyping for use in genomic selection in CP sugarcane breeding program.

CONTRACTOR REQUIREMENTS

3.0 Technical Requirements/Tasks: 1500 SNPs sequences will be used for synthesizing specific primer pairs towards assay design. The project should include design primers, synthesize primers, and validate primers by genotyping 190 clones from Florida. The supplies and labor are included in the project order. New updated SNP panels will be delivered after validation.

4.0 Government Furnished: Contractor does not need to use and enter in the government facilities. Scientists will assess the performance of SNP panels and determine the effectiveness before paying.

5.0 Deliverables / Schedule: SNP panel needs to deliver by September 30, 2026, to USDA Facility at 12990 US Hwy 441 N, Canal Point, FL 33438, USA
