About this opportunity

The National Park Service Northeast Region is soliciting services to develop a comprehensive Sign Catalog for the Chesapeake Gateways Network, which will create a unified signage design system across six states and Washington, D.C. The project requires creating 14-17 unique sign types including entrance signs, wayfinding signs, and wayside panels that ensure visual consistency across diverse natural, cultural, historical, and partner locations within the Chesapeake Bay watershed. Offerors must demonstrate a minimum of three years' experience in sign catalog development and provide documentation of previous relevant projects including contract descriptions, locations, dollar values, and client contact information. The government will evaluate proposals based on qualifications, past performance, and pricing, with all evaluation factors other than price being approximately equal in importance to price, and will award to the lowest-priced responsible offeror whose proposal meets all solicitation requirements. The quote submission deadline is September 18, 2025 at 10:00 AM ET, with quotes to be submitted electronically to the contracting officer.

This procurement is designated as a Total Small Business Set-Aside under NAICS code 541430 (Graphic Design Services) with a small business size standard of $9.0 million in annual receipts. No incumbent contractor or budget range is specified in the solicitation documents. The government anticipates awarding a single firm-fixed-price purchase order with key deliverables including a Visual Sign Type Menu, Sign Message Schedule, Draft Sign Catalog, sign templates in Adobe Illustrator format, and final documentation packages. The period of performance is anticipated to begin October 1, 2025 and be completed by December 31, 2025, providing a three-month timeline for project completion. The contractor will work with existing National Park Service design standards and branding guidelines to create signage templates that can be used by partners for future sign fabrication across the extensive Chesapeake Gateways Network.
