About this file
This document is an Amendment to a Request for Proposal (RFP) for the National Park Service (NPS) Chesapeake Gateways project to develop a comprehensive Sign Catalog. The project aims to create a unified sign design system with 14-17 unique sign types, including entrance signs, wayfinding signs, and wayside panels across six states and Washington, D.C. The contract (140P4325Q0093) will have a 365-calendar-day performance period, with the contractor responsible for developing design standards, visual frameworks, message schedules, and template files that can be used by partners for future sign fabrication.
The amendment includes responses to 25 vendor questions that clarify project details, such as the scope of work, meeting formats (which can be virtual), review processes, and payment terms. Key deliverables include a Visual Sign Type Menu, Sign Message Schedule, Draft Final Sign Design Catalog, and fabrication templates. The project will draw from existing NPS sign construction standards like the Visitor Information System (VIS) templates and the Wayside Guide, with the goal of creating a Chesapeake-specific catalog that ensures consistent branding and design across different Chesapeake Gateways sites.

Request for Proposal Number 140P4325Q0093 Develop Sign Catalog for Chesapeake Gateways Amendment 0001
DESCRIPTION OF AMENDMENT/MODIFICATION
The following are a list of questions received for the Solicitation Number 140P4325Q0093, Develop Sign Catalog for Chesapeake Gateways.
1) Is the period of performance through 12/31/25 flexible? This would be very fast for a project like this.
Answer: Yes. The intent is for this to be a year-long project. Final period of performance will be 365 calendar days from date of award to allow adequate time for research, development, and review of the catalog deliverables.
2) The sign message schedule typically requires a site visit and development of a wayfinding plan, what is meant by this deliverable?
Answer: We are not seeking a full wayfinding or site-specific plan. Rather, we are looking for a document that provides detailed content for each catalog sign type:
specific text, graphics, and instructions, including a unique sign number, sign type, proposed message, and any special notes. The intent is to create a clear reference catalog that ensures consistency across Chesapeake Gateways sites, rather than prescribe site-by-site layouts.
3) It looks like the Chesapeake Gateways encompass a variety of types of sites (harbors, museums, wildlife refuges, historic sites, etc.), it would be helpful to visit a few sites to get a sense of the types of signage needed. Is a site visit a possibility for this project?
Answer: Yes. Limited site visits are possible and may be helpful to understand the diversity of Chesapeake Gateways contexts. These would be coordinated in consultation with NPS to ensure representative site types are visited within available project resources.
4) Task One, Kick-off Meeting – Can this be virtual or does it need to be in person?
Answer: May be conducted virtually.
5) Task Two, Collaborative Design Session – Can this be virtual or does it need to be in person? How many collaborative meetings are anticipated?
Answer: May be conducted virtually.
6) Task Four, Presentation Meeting – Can this be virtual or in person?
Answer: May be conducted virtually.
Amendment 0001
7) Regarding Item C, Materials: No laminated paper or short-life materials unless explicitly approved, and Item F, UV Protection: All signs must include UV-resistant coating and a matte finish.
- It is our understanding that under this Solicitation, the contractor is not being asked to fabricate, manufacture or install any signs, correct?
- If that is correct, Items C and F should not apply, correct??
Answer: That is correct — the contractor is not being asked to fabricate, manufacture, or install signage under this Solicitation. The scope of work is limited to planning, design, and the creation of the Sign Catalog and Design Standards.
However, Items C and F remain applicable in the context of design guidance. While you are not responsible for fabrication, your design standards must specify materials and finishes that align with NPS and Chesapeake Gateways requirements.
This ensures that when the catalog is later used by partners or fabricators, the resulting signage will be durable, UV-resistant, and consistent with the approved visual identity.
In other words, while you will not be producing the physical signs, you must account for these requirements when developing templates, specifications, and guidance within the catalog.
8) The provided payment schedule only allows for the initial payment to be made following acceptance of the Final Sign Catalog Proposal. Considering the labor involved, would NPS be open to earlier incremental payments or alternate payment schedules?
Answer: Refer to FAR Clause 52.232-1 Payments.
9) Is there an example of a previous design catalog you are able to share for reference, or an example of one the government likes?
Answer: While there is not a Chesapeake-specific design catalog currently in place, this project is modeled after similar NPS efforts such as the Visitor Information System (VIS) Panel Templates and the Wayside Guide, which are referenced as attachments in the SOW.
These serve as baseline resources and “idea models” for how a consistent system can be structured.
In addition, the Susquehanna River Water Trail Branding and Wayfinding – Brand Identity + Signage Final Document (June 2023) was used as an inspiration and reference for how branding, identity, and signage standards can be successfully integrated into a unified catalog. The Chesapeake Gateways Sign Catalog is intended to follow that same approach, but tailored with Chesapeake-specific branding, wordmark requirements, and flexibility for partner use.
Amendment 0001
10) Will the signs also need to be in languages other than English?
Answer: No. The sign templates and standards are to be developed in English only.
11) For the final task (task 4), presentation meeting. Will this be in person, or is this acceptable to be done virtually like task 1?
Answer: May be conducted virtually.
12) How many formal review rounds are anticipated for each deliverable?
Answer: Two formal review rounds are anticipated for each deliverable.
13) In the SOW on page 3 section VI. Design and Accessibility Requirements - There is reference to UV coverings for signs. Is this meant to be a production requirement and not a part of the scope of work for this solicitation?
Answer: The contractor under this Solicitation is not responsible for fabrication or production of signage. The reference to UV coverings is included as a design standard to ensure that when signs are ultimately fabricated and installed by partners or vendors, they meet NPS and Chesapeake Gateways durability and legibility requirements. Your role is to incorporate this specification into the design catalog and templates, not to produce or apply the coatings directly.
14) Does Payment Term A encompass tasks 1 and 2? Does Payment Term B encompass task 3? Does payment term C encompass task 4?
Answer: Yes, that is correct.
Payment Term A corresponds to the completion and acceptance of Tasks 1 and 2 (Kickoff, Sign Planning, and Visual Framework).
Payment Term B corresponds to the completion and acceptance of Task 3 (Design Catalog and Fabrication Templates).
Payment Term C corresponds to the completion and acceptance of Task 4 (Final Documentation and Delivery).
Amendment 0001
15) Will the government accept documentation demonstrating proficiency (a minimum of three (3) years’ experience) in developing brand journals, product catalogs, and magazines as an equal comparison to developing sign catalogs?
Answer: Yes. Documentation showing proficiency in developing brand journals, product catalogs, and magazines with at least three years of experience will be accepted as comparable experience.
16) In the SOW on page 1, Section II. Purpose - It states "These include, but are not limited to, entrance signs, wayfinding systems, and two distinct categories of wayside panels."
Are there other sign types, not included in the SOW or attachments, that are anticipated to be needed for this project?
Answer: Yes. While the SOW identifies the primary categories, additional sign types are anticipated to ensure a complete and flexible system for Chesapeake Gateways Places.
Current expectations include:
• Entrance Signs: Stand-alone landscape and profile versions, a narrow landscape under-sign, a medallion add-on element, and an eyebrow version.
• Wayfinding Signs: One or two roadway formats and one or two pedestrian formats.
• Waysides: Standard Chesapeake Gateways waysides, with 8 total variations (one for each of the six states, one for Washington, D.C., and one generic).
This list reflects the types currently envisioned and will be further refined during Task 2 (Sign Planning and Visual Framework) in collaboration with NPS Chesapeake Gateways staff.
17) Please further define “Sign Catalog”
- From the description, it appears that no existing sign face layout templates exist, and no standard NPS sign frames/structures have been selected for Chesapeake Gateway Places. Is this correct?
- “Sign Catalog” appears to be referring to a “Sign Standard” or “Sign Family Overview” where only one of each “Sign Type” needs to be developed, illustrated, and detailed. Is that correct?
Answer: The “Sign Catalog” will serve as a comprehensive Sign Design Standards reference for Chesapeake Gateways Places and programmatic partners. Its purpose is to establish a unified visual identity while providing flexible, ready-to-use templates for partners to implement.
While the project draws upon existing NPS Visitor Information System (VIS) templates and hardware specifications, there are currently no Chesapeake-specific sign face layout templates or standard frames/structures designated for Chesapeake Gateways Places. This project will create those Chesapeake-specific standards.
The contractor will be expected to develop a Sign Family Overview that illustrates each sign type (entrance, wayfinding, two categories of wayside panels, and any co-
Amendment 0001 branded partner signs), along with associated design details, fabrication guidance, and template files. Only one of each type needs to be fully designed and detailed, but the deliverables must provide enough flexibility and guidance to support consistent replication and adaptation by partners across the Network.
18) Please provide the quantity of sign types.
- If the scope of work is to create a “Catalog” or “Sign Standard” that includes a sign face layout template, mounting structure, construction details, and general construction specifications for each sign type, then a firm number of sign types needs to be provided.
- If a firm number of sign types is not available, how do you suggest estimating the hours required to develop sign types? For example, a project that has 10 sign types/unique layouts will require much less time to complete than a project that has 20 sign types?
Answer: At this stage, an exact final number of sign types has not been established.
However, current expectations include:
• Entrance Signs: 4–5 variations (stand-alone landscape and profile, narrow landscape under-sign, medallion element, eyebrow version).
• Wayfinding Signs: 2–4 variations (roadway and pedestrian formats).
• Wayside Panels: 8 variations (one for each of the six states, one for Washington, D.C., and one generic).
This provides a working estimate of approximately 14–17 unique sign types. The final number will be confirmed during Task 2 (Sign Planning and Visual Framework) in consultation with NPS Chesapeake Gateways staff.
For proposal purposes, contractors should base their labor estimates on this approximate range, with the understanding that the catalog’s intent is to create a representative family of sign types that can be consistently applied and adapted, rather than an exhaustive set of every possible variation.
19) Project timeline
- The solicitation states that work will be completed by December 31, 2025. This includes a total of 60 business days, correct?
- The project is to be broken out into 4 Tasks. Each Task requires NPS review and approval before moving forward to the next task. If you set aside 5 business days for NPS review of each task, that only leaves 40 business days to complete all of the work required.
- Item of note: This project will span two major holidays, during which many individuals are on PTO and unable to provide review or project guidance?
Answer: The intent is for this to be a year-long project. Final period of performance will be 365 calendar days from date of award to allow adequate time for research, development, and review of the catalog deliverables
Amendment 0001
20) Task 1
- Task 1 highlights that the project is starting with a discussion on existing signage conditions. Does a report exist that outlines these existing conditions? Have these conditions been used to guide a preliminary selection of sign types for the catalog?
Answer: No, a formal report on existing signage conditions does not exist, and those conditions have not been used to guide a preliminary selection of sign types. Task 1 is intended to begin that process by reviewing representative Chesapeake Gateways Places and partner sites, assessing their current signage, and using those observations to inform the development of the Sign Catalog.
21) In Task 2
- Based on the existing sign conditions and a collaborative design session, the designer will be required to develop a sign type menu with Chesapeake Gateway’s branding and hypothetical message layouts, but will not include any construction details correct?
- The time required to complete this can vary significantly depending on the number of sign types anticipated. Is there a sign type quantity estimate available?
- Deliverables list a “Sign Message Schedule”. Where is the content for the “Sign Message Schedule” coming from? Is the development of a message schedule based on the existing signage part of the scope?
- Will the final project materials be used to replace the existing signage directly?
Answer: Correct.
• In Task 2, the deliverables are focused on creating a Visual Sign Type Menu and hypothetical message layouts that integrate Chesapeake Gateways branding.
Construction details are not required at this stage.
• The current estimate is approximately 14–17 unique sign types (Entrance Signs: 4–5 variations, Wayfinding: 2–4 variations, Waysides: 8 variations).
This range should be used for planning and estimating purposes.
• The Sign Message Schedule will be developed collaboratively during Task 2.
It is not expected that the contractor will inventory existing signage in detail.
Instead, NPS Chesapeake Gateways staff will provide representative content, themes, and sample text to guide the creation of hypothetical layouts.
• No, the final project materials are not intended to replace existing signage directly. Rather, the Sign Catalog and associated templates will serve as a design and standards reference for future fabrication and installation by partners.
Amendment 0001
22) Task 3
- The designer is meant to develop the sign type menu into a comprehensive standards catalog, but a sign type quantity is not provided. What method should be used to estimate the hours needed to complete the scope when a core aspect of the scope has not been defined?
- Given that the NPS has an extensive collection of sign construction details and types that have already been standardized, can the designer assume that compiling the catalog will not require the development of new, custom sign construction documentation?
Answer: For estimating purposes, contractors should assume a working range of 14–17 unique sign types, as outlined in responses to Questions 16 and 18 (Entrance: 4–5 variations, Wayfinding: 2–4 variations, Waysides: 8 variations). This provides a reasonable framework for scoping labor and hours. The exact number will be finalized during Task 2 (Sign Planning and Visual Framework) in collaboration with NPS Chesapeake Gateways staff.
Yes. Contractors may assume that the catalog will draw upon existing NPS sign construction standards and hardware specifications (e.g., Visitor Information System templates, Wayside Guide, VIS/Hardware Specification Manual). New custom sign construction documentation is not expected to be developed under this project. Instead, the contractor’s role is to adapt existing standards, integrate Chesapeake Gateways branding, and compile them into a cohesive, Chesapeake-specific catalog.
23) Task 4
- Will the presentation meeting be in person?
- Will revisions be issued after the presentation meeting?
Answer: The final presentation meeting may be conducted virtually; an in-person meeting is not required.
As with earlier phases, revisions may be requested following the presentation meeting if NPS Chesapeake Gateways staff determine that adjustments are needed.
Any such revisions would be issued in writing by the COR and are expected to be completed within the 21-day correction period outlined in Section VIII (Review and Approval) of the SOW.
24) Based on the breakdown of Tasks 1-4, the NPS would need to provide feedback in 5 business days for each task, and the designer would have no more than 15 business days for Task 2 and for Task 3 in order to meet the project schedule. The designer is unclear if this is enough time. Could you please provide the quantity of sign types?
Answer: The intent is for this to be a year-long project. Final period of performance will be 365 calendar days from date of award to allow adequate time for research, development, and review of the catalog deliverables.
Amendment 0001
25) Payment Schedule
- What Task is Line Item A “Sign Catalog Proposal” associated with? Task 2? That term has not been used previously in the document.
- What Task is Line Item B “Sign Catalog Plan” Associated with? Task 3? That term has not been used previously in the document.
Answer: The terms in the payment schedule are intended to align with the major deliverables outlined in the Scope of Work, though the wording differs slightly:
• Line Item A: “Sign Catalog Proposal” refers to the deliverables from Task 2
– Sign Planning and Visual Framework (Visual Sign Type Menu and Sign Message Schedule).
• Line Item B: “Sign Catalog Plan” refers to the deliverables from Task 3 – Design Catalog and Fabrication Templates (Draft Final Sign Design Catalog and template files).
We acknowledge that the terms “Proposal” and “Plan” were not used consistently in the SOW text. For clarity, the intent is for payments to be tied directly to the completion and acceptance of the deliverables associated with Tasks 2 and 3.
