About this opportunity

The Defense Health Agency, through the United States Army Medical Research Division - West (USAMRD-W), is seeking sources capable of developing intervention software on the Qualtrics platform to support military-specific personalized normative feedback interventions. The procurement aims to create an online tool that will evaluate effectiveness in reducing problematic alcohol use and associated behaviors such as domestic violence, depression, and suicide among active-duty military personnel. Key requirements include developing software to collect anonymous participant data, incorporating feedback from a Community Advisory Board, and measuring variables including demographics, alcohol consumption, perceived norms, and treatment-seeking behaviors. The project falls under NAICS code 541720 for Research and Development in the Social Sciences and Humanities, and responses are limited to capability statements or fact sheets only. The response deadline is September 2, 2025, though the attached government file indicates September 8, 2025, at 10 am EST.

This procurement does not utilize any set-aside designations and no incumbent contractors are identified in the notice. The research project spans a three-year timeline from January 7, 2026, to January 6, 2029, involving 125 participants annually for a total study population of 375 participants over the contract period. The work will be conducted in two phases with deliverables including quarterly progress reports, de-identified datasets, and a personalized normative feedback intervention manual. No specific contract values or budget ranges are disclosed in this pre-solicitation notice. The project represents a cost-effective approach to developing online intervention tools for military personnel, with potential broader applications for reducing alcohol-related problematic behaviors in military populations.
