About this opportunity
The U.S. Fish and Wildlife Service has issued a Special Notice of Intent to Award a Sole Source Contract to Spectre Alliance Industries L.L.C. for the Detroit River International Wildlife Refuge Visitor Center. The contract involves replacing a failed Daikin HVAC unit in a 13,000 square foot building, with the procurement falling under NAICS code 238220 for Plumbing, Heating, and Air-Conditioning Contractors. The agency is pursuing this sole source approach because only Spectre Alliance Industries can effectively replace the specific Daikin unit and integrate it with the existing building's automation control system. The procurement is being justified under Federal Acquisition Regulation (FAR) sections 6.302-2 for unusual and compelling urgency and 6.302-1 for unique source requirements. The sole source determination is primarily based on the technical complexity of connecting the new unit to existing Daikin systems and ensuring proper heating and cooling functionality.
The purpose of this Special Notice is to inform potential contractors about the intended sole source contract and provide an opportunity for alternative vendors to challenge the procurement approach. Interested parties may submit a written statement of capabilities demonstrating they can meet the requirement, with submissions accepted only via email to Renee_Babineau@fws.gov as Microsoft Word or Adobe PDF attachments. The notice explicitly states that no telephone requests or offers will be considered, and any costs associated with preparing and submitting capability statements are the sole responsibility of respondents. The urgency of the contract is underscored by potential winter weather risks and the potential for building damage if the HVAC replacement is not completed promptly. Contractors seeking to submit a statement of capabilities must provide clear and convincing evidence that competition would be advantageous to the government. The contract will be a firm fixed-price purchase order, with a posted date of December 17, 2024, and a response deadline of December 27, 2024.

THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. U.S. Fish and Wildlife Service, Joint Administrative Operations, Acquisition & Property Operations. USFWS intends to award a firm fixed price PO under the authority of FAR 6.302-2 for unusual and compelling urgency and FAR 6.302-1 only one responsible source to:

4041 E Olive RD APT 398
Pensacola, Florida 32514-6472
The North American Industry Classification System (NAICS) code for this requirement is 238220, Plumbing, Heating, and Air-Conditioning Contractors. The object of this sole source award to SPECTRE ALLIANCE INDUSTRIES L.L.C. is only a Daikin unit can replace the failed Daikin unit. Another manufacturer would not be able to be connected to the remaining Daikin units, so they function together as a complete system to heat and cool this portion of the 13,000 square foot building. In addition, this unit also has to be connected to and programmed into the building's existing automation control system. This requires SPECTRE ALLIANCE INDUSTRIES L.L.C. to do the tie in and programing of the new unit, so this unit works in conjunction with the other existing units and controls that currently regulate the heating, cooling, and air exchanges for the building. No other company has the knowledge, this is also urgent due to the winter weather and freezing temperatures, if not completed the building will sustain damage.
This synopsis does not constitute a solicitation; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities.
