About this opportunity
The Department of the Navy Naval Supply Systems Command (NAVSUP Weapon Systems Support) intends to solicit a sole source repair contract for metallic detectors, specifically NSN 7R-1615-016665284-H5, with a quantity of 19 units. The procurement is targeted exclusively at Sikorsky under a sole source justification authorized by 10 U.S.C. 3204(a)(1), with the government anticipating receiving only one acceptable offer. Electronic solicitation procedures will be used, with all proposals submitted within 45 days of the February 7, 2024 posting being considered, though this is not a competitive proposal request. Interested organizations must submit their capabilities and qualifications via email to Jacob.r.wells1@navy.mil, with an expected award date of May 2024. The solicitation will be processed using FAR Part 15 provisions, and firms not already approved to manufacture must submit a Source Approval Request (SAR), though this will not delay the repair process.
The contract is not a small business set-aside and will be issued under the existing Basic Ordering Agreement (BOA) N0038320GX901. Delivery will be FOB Origin, and the government will not be using FAR Part 12 commercial item acquisition policies based on market research. The contract covers repair and modification of helicopter-related components, specifically in the Product Service Code (PSC) 1615 category for helicopter rotor blades, drive mechanisms, and components. The solicitation notice indicates that the government will post details through NECO (Naval Electronic Commerce Online), with no telephone requests accepted and no hard copy materials to be mailed. Potential contractors should note that while proposals will be reviewed, the primary intent is a direct award to Sikorsky as the sole responsible source meeting the agency's specific requirements.
