About this opportunity
The Defense Logistics Agency Maritime Puget Sound seeks procurement of one CNC Desktop Lathe and one CNC Desktop Mill, both manufactured by HAAS Automation Inc. through Phillips Corp as a sole-source requirement, with proposals due August 5, 2026 at 10:00 AM. The solicitation was originally posted July 29 with a July 31 deadline; Amendment SPMYM226Q7799 SF 30, effective August 3, extended the due date to August 5 and shifted the deadline time from 11:00 AM to 10:00 AM.
This was originally a 100 percent women-owned small business (WOSB) set-aside under NAICS 333517 (Machine Tool Manufacturing); the amendment dissolved the set-aside requirement. The NAICS size standard is 500 employees. Place of performance is Silverdale, Washington (Trident Refit Facility, Building 7000 Door 12, 7000 Finback Circle, Naval Base Kitsap Bangor). Delivery is required by October 30, 2026, FOB destination.
The lathe specification requires a 2.5-inch 3-jaw chuck with 0.75-inch maximum cutting diameter, 1.5 hp spindle at 3,000 rpm, six turret tool stations, HAAS touchscreen controller with Ethernet and USB, and 1 GB program memory. The mill requires 6.00-inch X-axis, 10.00-inch Y-axis, and 3.00-inch Z-axis travel, 15,000 rpm spindle with ER11 collet, six T-slots, and similar HAAS controller. Both machines must be asbestos-free and meet CFR Title 29 Part 1910 safety standards.
Deliverables include Commercial Off-The-Shelf manuals in three-ring binders, NRTL certification per CFR Title 29 Part 1910, and warranty performance reports documenting minimum one-year manufacturer warranty. Item Unique Identification (IUID) tags are required for both units. Contractor must provide shipping, crating, rigging, and hazardous material control documentation; hazardous waste becomes government property. Contractors require Defense Biometric Identification System (DBIDS) credentials for facility access. Payment is via Wide Area Workflow (WAWF) electronic invoicing. Inspection is at QA level 4 (seven days).
