About this opportunity

This Special Notice from the Department of the Navy Naval Sea Systems Command invites vendors to submit innovative solutions addressing vulnerabilities in energy-related supply chains and manufacturing processes. The notice announces an existing Request for Solutions (RFS) that seeks proposals focused on improving energy storage and generation system performance while establishing commonality and standardization across development and demonstration efforts. The government intends to award a Project Order under the Expeditionary Missions Consortium (EMC2) Other Transaction Agreement (OTA) pursuant to 10 U.S.C. 4022. The opportunity is classified under Research and Development in the Physical, Engineering, and Life Sciences with a procurement category focused on National Defense R&D Services and experimental development. The RFS was released on February 17, 2026, and is managed by the Naval Surface Warfare Center, Crane Division.

The primary objective of this initiative is to transition energy-related technologies from prototype design to enhanced domestic processing and manufacturing capabilities while simultaneously developing the workforce necessary to support these operations. Interested contractors must be members of the EMC2 and should visit emccrane.org for membership information and to access the full RFS documentation. The deadline for proposal submission is March 10, 2026. Success will be measured by the ability of developed domestic technologies to perform at or above the standard of currently used at-risk materials, subcomponents, and processes. This opportunity specifically targets organizations capable of advancing U.S. domestic manufacturing capabilities and addressing critical gaps in energy supply chain resilience.

Notice text

  1.  PURPOSE

This special notice is to inform vendors of an existing Request for Solutions (RFS). The purpose of this RFS is to solicit innovative solutions to the current problem of weaknesses in energy related supply chains and manufacturing processes, challenges related to improving the performance of energy storage and specific generation systems, the problem of incorporating commonality and standardization through development, prototyping and demonstration efforts.  The Government will evaluate the solutions with the intent of awarding a Project Order under the Expeditionary Missions Consortium (EMC2) Other Transaction Agreement (OTA) in accordance with 10 U.S.C. § 4022.

      2. BACKGROUND AND SUMMARY

            2.1 EMC2

Vendors interested in responding to this RFS must be members of the (EMC2). Interested parties should visit emccrane.org for membership information. This project will be managed by a Naval Surface Warfare Center, Crane Division Project Manager. The RFS released via the weblink listed above for EMC2 on 17 February 2026.

             2.2 PROJECT OVERVIEW

This investment area seeks proposals to transition from prototype design to enhanced processing and manufacturing domestic capabilities with a focus on developing the workforce required for processing and manufacturing. Success is measured by the ability of the developed domestic technologies to perform the same as or better than the at-risk materials, subcomponents and processes currently being used.
