About this opportunity

The General Services Administration Public Buildings Service Region 8 is soliciting design-build services for the modernization and expansion of the Alcan Land Port of Entry (LPOE) in Tok, Alaska. The project encompasses the full replacement of existing port infrastructure, demolition of current structures, construction of approximately 20 new buildings including main inspection facilities and officer quarters, and comprehensive site redevelopment with advanced security and communication systems. This two-phase procurement uses a Request for Qualifications (RFQ) format for Phase 1, with evaluation criteria focused on the technical qualifications and past experience of the general contractor and architect-engineer firm, the design-build approach, and the lead designer portfolio. A mandatory pre-proposal conference and site visit was held on August 27, 2025, at the Tok Visitor Center, and Phase 1 proposals were due by September 29, 2025 (extended from the original September 26 deadline per Amendment 001). A maximum of three offerors will be shortlisted to proceed to Phase 2, with unsuccessful Phase 2 participants receiving a $650,000 stipend for submitting complete proposals.

This solicitation carries no small business set-aside designation. The estimated total contract value ranges between $320 million and $360 million, representing a substantial infrastructure modernization effort. The three shortlisted offerors announced on November 18, 2025, are ASRC-Caddell Joint Venture, Davis Constructors & Engineers, Inc., and Tutor Perini Corporation. The project involves phased construction sequencing to maintain existing port operations throughout the multi-phase development, with particular emphasis on addressing the challenges of the remote Alaskan location through local workforce planning and supply chain considerations. The place of performance is Tok, Alaska, located approximately 93 miles east of the town, within the Southeast Fairbanks Census Area, requiring construction teams capable of operating in extreme cold climate conditions.
