About this opportunity
The U.S. Army Corps of Engineers, Little Rock District is seeking Design Build (DB) Construction Services through a Multiple Award Task Order Contract (MATOC) in support of the Defense Health Agency's (DHA) Sustainment, Restoration, and Modernization (SRM) program. The contract will focus on design, renovation, and alteration of existing medical facilities, including hospitals, clinics, medical administration buildings, and related infrastructure projects across CONUS, Alaska, Hawaii, and U.S. Territories. The procurement will be a competitive, firm-fixed price Indefinite Delivery/Indefinite Quantity (IDIQ) contract procured in accordance with FAR 15, utilizing a Best Value trade-off process. The government will evaluate contractors based on their capabilities, project experience, bonding capacity, and regional performance. The anticipated solicitation is planned for release on December 23, 2024, with proposals due around January 21, 2025, and all interested firms must maintain an active System for Award Management (SAM) registration.
The contract opportunity strongly encourages participation from small businesses, specifically targeting 8(a), HUBZone, Women-Owned Small Business (WOSB), and Service-Disabled Veteran-Owned Small Business (SDVOSB) firms. The total contract capacity is estimated at $240 million over five years, with individual task orders ranging from $100,000 to $20 million. Contractors will be required to simultaneously manage up to five task orders, which may include comprehensive healthcare facility improvements such as HVAC-R, plumbing, medical gas and vacuum systems, roofing, electrical work, and site improvements. The type of set-aside will depend on the capabilities demonstrated in the responses to the market survey. The government's primary objective is to ensure adequate competition among a pool of responsible contractors capable of executing complex medical facility design and construction projects.
