The project encompasses multiple construction components including a Weapons Storage Area, Ammunition Supply Point, Small Arms Range Upgrades, Dismounted Maneuver Range, Troop Cantonment Area, and Small Arms Range Expansion. All potential offerors must register in the Joint Contingency Contracting System (JCCS) and maintain an Acceptable risk rating status throughout the contract period, as work will be performed in the AFRICOM Area of Responsibility. Additional requirements include having a current Commercial and Governmental Entity (CAGE) or NATO Commercial and Governmental Entity (NCAGE) Code and being active in the System for Award Management (SAM). The actual solicitation is expected to be posted on or after July 25, 2025, with this pre-solicitation notice serving solely for information and planning purposes.
This opportunity does not utilize any set-aside designations and is open to all qualified contractors. The project value is estimated to fall between $1,000,000 and $5,000,000, positioning it as a significant construction undertaking in the industrial building construction sector. The contract structure includes multiple Contract Line Item Numbers (CLINs) with both base and optional elements, allowing for phased implementation of the various training facility components. Joint venture arrangements are permitted, though they must be established through notarized legal documentation that remains unchanged for one year after work inspection and acceptance. Contractors will be responsible for obtaining all necessary certifications and permits while ensuring compliance with local environmental laws and regulations in Tanzania.
