About this opportunity

The U.S. Army Corps of Engineers Europe District is procuring design-bid-build construction services for a base perimeter security fence at Rygge Air Station, Norway under Solicitation Number W912GB26RA016. The project encompasses construction of a Type A welded wire mesh fence with barbed wire outrigger, signage, clear zones, an unpaved security patrol road, and supporting facilities including site development, conduit for future lighting and intrusion detection systems, storm drainage, and landscaping. The contract will be awarded on a firm-fixed-price basis using a best value trade-off source selection process, which permits the government to evaluate non-cost factors against cost and price considerations to determine the optimal award decision. Interested contractors must be registered in the System for Award Management (SAM) prior to contract award, and the evaluation methodology allows the government to select a proposal other than the lowest priced or highest technically rated option if it provides superior overall value.

This acquisition is issued on an unrestricted, full and open basis with no set-aside designations, as small and small disadvantaged business requirements are waived due to the overseas location. The estimated construction magnitude ranges between $5,000,000 and $15,000,000, representing a significant infrastructure investment for the installation. The project involves irregular terrain across the base perimeter and includes coordination with future systems integration requirements. No incumbent contractor or current operational contractor is identified in this pre-solicitation notice. Contractors should monitor the solicitation website and SAM.gov for the full RFP release and any additional project specifications or timeline requirements.
