About this opportunity

The U.S. Army Corps of Engineers Europe District (USACE NAU) is procuring design-bid-build construction services for a base perimeter security fence at Rygge Air Station in Norway under solicitation number W912GB26RA016. The project encompasses installation of Type A welded wire mesh fencing topped with three strands of barbed wire featuring a 45-degree angled outrigger, signage, clear zones, an unpaved gravel security patrol road, and supporting infrastructure including site development, conduit for future lighting and intrusion detection systems, storm drainage, and landscaping across irregular terrain. The contract will be awarded as a firm-fixed-price stand-alone engagement to a contractor classified under NAICS 238990 (All Other Specialty Trade Contractors). Award selection will utilize a best value trade-off source selection process that permits evaluation and comparison of non-cost factors alongside cost/price considerations, enabling the Government to select other than the lowest-priced or highest-technically-rated proposal to achieve optimal value. Prospective contractors must maintain current registration in the System for Award Management (SAM) prior to contract award.

This procurement is issued on an unrestricted, full and open basis with no set-aside designations, as small and small disadvantaged business requirements are waived due to the overseas location. The estimated construction value ranges between $5,000,000 and $15,000,000, indicating a substantial infrastructure project. No incumbent contractor or current contract information is disclosed in this pre-solicitation notice. The notice was posted on March 2, 2026, and does not specify explicit deadlines for questions, proposal submissions, or other key milestone dates, as those details will presumably be contained in the forthcoming Request for Proposal (RFP). Contractors interested in this opportunity should monitor the SAM portal for the formal solicitation release and prepare their qualifications and technical capabilities accordingly.
