About this opportunity
NASA's Shared Services Center has issued a special notice for the design and development of a metasurface compatible with ScienceCraft in support of the SCOPE mission concept. The agency intends to award a sole source contract to Virginia Tech under FAR 13.106-1(b)(1)(i) authority, having determined that Virginia Tech is the sole provider capable of performing this specialized work. The procurement will be conducted using commercial item acquisition procedures under FAR Parts 12 and 13, with performance to be located at NASA's Goddard Space Flight Center. This opportunity falls under NAICS code 541715 for research and development in physical and engineering sciences and carries a PSC classification of AJ12 for general science and technology applied research.
The purpose of this special notice is to announce NASA's intent to issue a sole source contract while providing an opportunity for other organizations to demonstrate their capabilities and potentially challenge the sole source determination. Interested organizations must submit written capabilities and qualifications statements by 3:00 p.m. Central Standard Time on June 17, 2025, with oral communications explicitly prohibited. The government will evaluate these submissions solely to determine whether the procurement should be conducted on a competitive basis, though the final decision to maintain sole source award remains at the government's discretion. Organizations wishing to respond should direct their submissions to the designated points of contact, Monica Wilson or Shari Trigg, and may reference the NASA Ombudsman process if needed.
