Update #1 ·

Added: Aug 01, 2011 1:28 pm The Saint Lawrence Seaway Development Corporation (Corporation) plans to issue an Invitation for Bid (IFB) for a contractor to furnish all plant, labor, equipment and materials and perform all work for installing/constructing improvements on the Corporation's gatelifter, "Grasse River", at a dock near the Corporation's Marine Base/Maintenance Facility in Massena, New York.  The gatelifter, "Grasse River", is a 150 ft. long x 65 ft. wide x 12 ft. deep derrick/crane barge used for removing and placing miter gate leaves in the event that a gate leaf is damaged and requires replacement.  The Gatelifter was built by the American Ship Building Company in 1957, has a capacity of approximately 300 tons and has most of the original equipment and operating systems still in use. This project will include work to replace much of the electrical distribution system as well as lights, outlets and heaters; replace pumps, valves, actuators and controls; improve below deck access and egress; upgrade fuel tank containments; and replace an air compressor. The project may also include work to replace electric winches and upgrade the bathroom facilities on the gatelifter. The project shall be completed between October 1, 2011 and June 1, 2012 while the vessel is docked and not in use. Note:  This work does not require a marine contractor nor do any of the tasks require the gatelifter to be placed in dry dock.  All work can be done while the vessel is moored at the dock. The IFB package will be released on or about August 16, 2011 with a response date of September 19, 2011. The Corporation will furnish specifications and drawings in electronic format (CD) at a non-refundable cost of $25.00.  Please make checks payable to the Saint Lawrence Seaway Development Corporation, PO Box 520, 180 Andrews Street, Massena, NY 13662 or you may pay by debit or credit card by accessing www.pay.gov. The cost range of this project is between $ 500,000 and $1,000,000.  Applicable NAICS code - 238990, Size Standard - $14M.  This is a total small business set-aside procurement.  All responsible sources may submit a bid which shall be considered by the Saint Lawrence Seaway. Prospective offerors must be registered on the Central Contractor Registration (CCR) database at www.ccr.gov to be eligible for award.  Attention:  The Department of Transportation (DOT) Short Term Lending Program (STLP) offers financial assistance to eligible disadvantaged, HubZone, or service disabled veteran owned businesses.  Maximum line of credit is $750,000.00 with a variable interest rate tied to the prime rate, as published in the Wall Street Journal.  For further information, call (800) 532-1169 or visit the web at http://osdbuweb.dot.gov.
