About this opportunity

The U.S. Department of State, Bureau of International Narcotics and Law Enforcement Affairs (INL) is soliciting proposals for a Worldwide Third-Party Contractor (W-TPC) Blanket Purchase Agreement to provide qualified professional and administrative support services for INL programs and operations on both domestic (CONUS) and overseas (OCONUS) bases. Prospective contractors must maintain an active Top Secret Facility Security Clearance, hold a valid GSA Multiple Award Schedule (MAS) contract under NAICS code 541611, and demonstrate the capability to identify, screen, place, monitor, train, and retain qualified personnel across various labor categories. The Government intends to award multiple BPAs to qualified offerors and will evaluate proposals using a best-value tradeoff methodology in which technical factors are significantly more important than price. Evaluation will be based on business acknowledgments and documentation, technical understanding and approach, management plans, corporate experience, past performance, responses to three operational scenarios, and pricing submitted in the prescribed format. The proposal deadline is April 9, 2026, at 5:00 PM EDT, and written questions must have been submitted by March 20, 2026.

This procurement is set aside exclusively for Women-Owned Small Businesses (WOSB) under the size standard of $24.5 million annually in NAICS code 541611. No incumbent contractors are identified in the solicitation documentation, as this represents a new BPA vehicle for the Department of State. The contract structure consists of a one-year base period followed by four one-year option periods and a potential six-month extension, for a total possible duration of 60 months, with specific labor rates to be established on a call-by-call basis aligned with the contractor's GSA schedule pricing and Federal Service Salary Schedules. Key personnel requirements include a U.S. citizen Program Manager with an active Secret clearance and ten years of relevant experience, and a Deputy Program Manager with five years of relevant experience, both to be provided at no cost to the Government. Performance locations include Washington, D.C. and current overseas duty stations in Bosnia, Congo, Colombia, Ecuador, Guinea, Haiti, Jerusalem, Peru, Senegal, and Serbia, with contractors required to maintain a 95 percent staffing level across all awarded calls.
