About this opportunity

This Request for Quotation (RFQ 47QMCA25Q0053) seeks the procurement of one specialized HAZMAT Vehicle on behalf of the Department of Energy through a GSA-assisted acquisition. The vehicle is a custom emergency rescue apparatus featuring a 525-horsepower diesel engine, aluminum construction with advanced safety systems including airbags and roll-over protection, accommodating up to ten personnel, and equipped with specialized equipment such as a Command Light tower with LED floodlights, utility air compressor, and video system. The solicitation requires all vendors to submit a two-volume response consisting of a 30-page technical volume demonstrating compliance with specifications and a pricing volume, with evaluation based primarily on technical factors, past performance, delivery terms, technical innovations, and warranty considerations rather than price. The government will award a single firm-fixed price order to the responsible contractor whose quote represents the best value. The deadline for vendor questions and clarifications was October 24, 2025, at 3:00 PM EST, with the final quote submission deadline extended to November 20, 2025, at 3:00 PM EST via email to Mark F. Brown at mark.f.brown@gsa.gov.

This solicitation is designated as a Total Small Business set-aside under NAICS code 336212 (Truck Trailer Manufacturing), requiring all quoters to be registered small businesses with active SAM registrations. No incumbent contractors are identified in the solicitation documents. The vehicle is to be delivered to Oak Ridge National Laboratory at 1 Bethel Valley Road, Oak Ridge, Tennessee 37830, with a specified delivery timeline of 620 days after completion of a pre-construction meeting. The procurement is for a single unit with no budget range disclosed in the solicitation materials. The vehicle must comply with NFPA 1901 standards and meet specific dimensional requirements with a maximum overall height of 144 inches and length of 408 inches.
