About this opportunity

The Department of War Office of the Assistant Secretary of War for Energy, Installations, and Environment (OASW(EI&E)) issued a Request for Information (RFI) on October 21, 2026, closing November 6, 2026, soliciting concepts and technical insights on resilient military infrastructure and passive survivability solutions; the RFI is for information and planning purposes only and does not constitute a solicitation or obligate award or reimbursement.

OASW(EI&E) seeks novel, non-prescriptive solutions from military construction, materials science, and defense-industrial sectors to support the "Base of the Future" framework and address kinetic and multi-domain threats to installation survivability. The Department intends to move beyond traditional hardening approaches and focus on minimizing target signature, absorbing kinetic energy dynamically, and maintaining mission-essential functions during active degradation.

Four primary focus areas guide submissions: Advanced Materials and Physical Hardening using metamaterials and energy-dissipating composites; Subterranean and Deep-Earth Engineering for protecting command, control, and logistics nodes; Signature Management, Camouflage, and Deception across electromagnetic and optical spectrums; and Spatial Dispersal and System-Level Resilience through decoupled utility grids and autonomous backup systems. Respondents must address five inquiry sections covering hardening, subterranean operations, signature management, grid survivability, and R&D pipeline acceleration, with emphasis on operational performance, resilience metrics, and technology readiness levels.

Submissions must be delivered as searchable PDFs limited to twenty pages (excluding technical drawings and data sheets), include a cover sheet with company name, point of contact, CAGE code, and corporate capability designation, and clearly mark proprietary or controlled unclassified information. Responses should be sent to osd.pentagon.ousd-a-s.mbx.dow-installations-collaborations@mail.mil with the subject line "[Individual or Company Name] - Resilient Infrastructure and Layered Passive Survivability Submission."

Notice text

Description. This Request for Information (RFI) is issued solely for information and planning purposes and does not constitute a solicitation. All information received in response to this RFI marked Proprietary will be handled accordingly.

Responses to the RFI will not be returned. Responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract.

The Government does not intend to award a contract based on this RFI or reimburse any costs associated with the preparation of responses to this RFI. It will also not consider any solutions that are proprietary unless clearly marked.

Overview. The Office of the Assistant Secretary of War for Energy, Installations, and Environment (OASW(EI&E)) is soliciting concepts, capabilities, and technical insights from the military construction (MILCON), materials science, and defense-industrial sectors. The focus areas can be found in the attachment below.

The Department of War (DoW) is transitioning its installation framework to support active operational posture. Under Title 10 of the U.S. Code and the strategic directives of the annual National Defense Authorization Act, military installations are recognized as primary power projection platforms. The survivability of these installations under kinetic and multi-domain threats is directly related to the readiness and capabilities of the U.S. Armed Forces.

To support the development of the “Base of the Future,” the DoW seeks novel, non-prescriptive solutions in passive force protection to protect physical structures, personnel, and critical utility infrastructures. The Department intends to move past traditional “pour-concrete-and-hope” hardening and pivot the paradigm to focus on minimizing target signature, absorbing kinetic energy dynamically, and maintaining mission-essential functions even during active degradation.

The DoW intends to use these insights to actively shape near-term procurement and long-term modernization strategies. Specifically, mature, ready-to-deploy technologies will be evaluated for immediate integration and inclusion in upcoming military construction standards. Promising, early-stage concepts will be used to guide and prioritize future research, development, and science and technology funding pipelines.

Background. To identify potential technological advancements, the DoW seeks information categorized into four functional, capability-based domains. Respondents are encouraged to look beyond legacy building codes and focus on facility survivability in contested environments.

Disclaimer: This is a Request for Information (RFI) issued solely for market research and strategic planning. This does not constitute a Request for Proposal (RFP), nor does it obligate the Office of the Secretary of War or OASW(EI&E) to fund or contract for any submitted concepts.
