About this file

This file contains submission instructions and focus areas for a Request for Information (RFI) issued by the Department of War Office of the Assistant Secretary of War for Energy, Installations, and Environment (OASW(EI&E)) seeking market research on resilient military infrastructure and passive survivability solutions. The RFI addresses four primary focus areas: (1) Advanced Materials & Physical Hardening to protect assets from kinetic impacts, thermal effects, and blast overpressures using metamaterials, energy-dissipating composites, and novel concrete formulations; (2) Subterranean & Deep-Earth Engineering for protecting command, control, and logistics nodes through high-speed tunneling, modular subsurface facilities, and shock-isolated underground structural design; (3) Signature Management, Camouflage, & Deception to mitigate targeting telemetry across electromagnetic and optical spectrums using multispectral signature reduction and terrain-integrated facility design; and (4) Spatial Dispersal & System-Level Resilience to eliminate single points of failure through decoupled utility grids, cellular base layouts, and autonomous backup utility systems.

Respondents must address five inquiry sections covering advanced hardening, subterranean operations, signature and deception, grid and utility survivability, and R&D pipeline acceleration, with emphasis on operational performance, resilience metrics, and technology readiness levels. Submissions must be delivered as high-resolution, searchable PDFs limited to twenty pages (excluding technical drawings and data sheets), include a cover sheet with company name, point of contact, CAGE code, and corporate capability designation, and be clearly marked for any proprietary or CUI information. Responses should be sent to osd.pentagon.ousd-a-s.mbx.dow-installations-collaborations@mail.mil with the subject line "[Individual or Company Name] - Resilient Infrastructure and Layered Passive Survivability Submission." The RFI is solely for informational and planning purposes, does not constitute a solicitation for proposals, and does not obligate the Department to fund or contract for any submitted concepts.

Request for Information (RFI) for Department of War Office of the Assistant Secretary of War for Energy, Installations, and Environment (OASW(EI&E)) Submission Instructions and Focus Areas

The four focus areas and associated warfighting capability goals are summarized below:

Focus Area
Warfighting Capability Goals
Areas of Interest (Non-Exhaustive)
1. Advanced Materials & Physical Hardening
Protect assets and personnel from kinetic impacts, thermal effects, and blast overpressures.
Metamaterials, energy-dissipating composites, advanced cellular structures, self-healing materials, and novel concrete formulations.
2. Subterranean & Deep-Earth Engineering
Protect command, control, and logistics nodes from precision-guided weapons.
High-speed tunneling, modular subsurface facilities, rapid cavern excavation, and shock-isolated underground structural design.
3. Signature Management, Camouflage, & Deception
Mitigate targeting telemetry by masking, distorting, or mimicking physical installations across electromagnetic and optical spectrums.
Multispectral signature reduction (visual, thermal, radar, EM), spatial deception, decoy structures, and terrain-integrated facility design.
4. Spatial Dispersal & System-Level Resilience
Mitigate single points of failure to support installation operational capability and survivability under kinetic impact.
Decoupled utility grids, cellular base layouts, modular/deployable structures, and autonomous backup utility systems.

Please address the following questions in your response. Frame your answers around operational performance, resilience metrics, and research pipelines.

Section
Warfighting Objective
Inquiries
A. Advanced Hardening
Improve structural resistance to kinetic and blast energy.
1. What material breakthroughs can dissipate or redirect extreme kinetic energy and blast overpressures more effectively than standard reinforced concrete?

2. What are the logistical requirements (transportability, curing time, specialized labor) for deploying these materials in austere environments?

B. Subterranean Operations
Use subsurface placement for physical protection.
1. What methodologies exist to scale subsurface construction and tunneling technologies to protect critical assets?

2. What engineering solutions address subterranean lifelines, including ventilation, power routing, and egress?

C. Signature & Deception
Mitigate remote sensing and targeting systems.
1. How can structural geometry and material coatings reduce detection by remote sensing and automated targeting algorithms?

2. What physical decoy technologies can mimic installation signatures to misdirect targeting?

D. Grid & Utility Survivability
Maintain operational utility continuity during physical disruption.
1. How can utility networks (energy, communications, water, fuel) be protected or decentralized to ensure continuous operation under physical stress?

2. What self-healing or redundant systems can be integrated into utility grids to bypass compromised nodes?

E. R&D Pipeline & Scaling
Accelerate transition to the warfighter.
1. What are the current Technology Readiness Levels (TRLs) of your proposed solutions, and what is the estimated timeline to move them from R&D to active MILCON deployment?

2. What current procurement rules, MIL Standards, or MILCON specifications actively hinder the integration of your technologies into federal infrastructure?

Submission Guidelines. To ensure the OASW(EI&E) can quickly ingest and act upon your insights, please follow these submission guidelines:

Parameter
Specification
Format
Submissions must be delivered in high-resolution, searchable PDF format.
Page Limit
