The Department of the Army seeks to solicit research and development proposals under its FY 2026 Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) Program, a total small business set-aside with topic releases scheduled throughout fiscal year 2026 and no single cumulative deadline — individual topics carry their own open and close dates.
The solicitation is issued under Amendment 03, which incorporates three substantive updates: Amendment 0001 addressed Discretionary Technical and Business Assistance (TABA), SBA Company Registry requirements, Submission Details, and a new Direct to Phase II Program for STTR; Amendment 0002 added Foreign Risk Evaluation (FRE) Program provisions, Cybersecurity Maturity Model Certification (CMMC) Program requirements, Joint Ventures guidance, and Technical Data Rights, and aligned all regulatory language to the Revolutionary FAR Overhaul (RFO) and revised DFARS (R-DFARS); Amendment 0003 updated Section 4.1 Evaluation Process.
Place of performance is Arlington, Virginia. New research topics pre-release on the first Wednesday of each month; proposers should register for the DSIP Listserv at https://www.dodsbirsttr.mil/ to track releases and obtain current solicitation documents.
