About this opportunity

The Department of Veterans Affairs' VA Innovation Ecosystem (VHAIE) closed its Broad Agency Announcement for suicide prevention innovations as of September 30, 2026; VA is no longer accepting concept paper submissions under this solicitation and will release a next-generation BAA in early Fiscal Year 2027.

The BAA sought early-stage research, development, prototyping, and piloting of innovations in suicide prevention, care coordination, and treatment to increase Veteran access to services, reduce delivery costs, enhance VA operational performance, and improve service quality for Veterans and families. Eligible offerors included private sector companies, non-profits, and institutions of higher learning; no set-aside restrictions applied.

The solicitation structured competition in two stages: concept papers followed by invitation-only full proposals after a 45-day co-design phase. Concept paper submissions were accepted monthly through September 30, 2026, with papers due by 1:00 PM EST on the last business day of each month and submitted to VHASuicidePreventionBAA@va.gov. Concept papers were limited to 3 pages and addressed three primary topic areas: improving services for non-VA-affiliated Veterans through community-led replication of successful VA programs, strengthening post-crisis and care transition supports following emergency or inpatient visits, and enhancing crisis response and lethal means safety.

The VA intended to award multiple firm-fixed-price contracts. Maximum funding was $2 million for the prototyping/test phase (up to 12 months) and $4 million for an optional field test/pilot phase (up to 12 months). Selected offerors would be invited to submit full proposals 30 days after co-design phase completion. The next-generation BAA will incorporate lessons learned and incorporate refinements to areas of interest, submission process, and evaluation timelines.
