About this opportunity
This Special Notice announces the Department of Homeland Security's planned solicitation for Data Center and Cloud Optimization Support Services. The solicitation will seek to optimize operations at the agency's existing government-owned data center, assist in migrating infrastructure and applications to cloud and colocation facilities, and manage associated cloud and colocation services.
The objective is to continue and optimize services currently provided at the DHS Data Center 1 facility in Stennis, Mississippi, while assisting with migration from other DHS data centers to cloud service providers or colocation sites. Eligible contractors will be able to propose solutions. Key dates include an industry day in March 2020, release of draft requirements and evaluation factors in April 2020 with industry comments due that month, and release of a draft RFP in May 2020. The solicitation aims to award an IDIQ contract for management of the agency's hybrid computing environment under the EAGLE Next Generation program, with responses to the draft RFP anticipated in August 2020.

Thank you for your support and interest in the U.S. Department of Homeland Security (DHS) Data Center and Cloud Optimization (DCCO) Support Services requirement.
DHS is releasing a Draft Request for Proposal (RFP) for Industry review and comment. Industry is asked to review the Draft RFP and all associated Attachments and provide feedback no later than Thursday November 5, 2020, 2020 at 5:00pm EST.
The Government has provided a “FINAL DRAFT Request for Proposal Feedback Template,” that MUST be used for all submissions. NOTE: The Government will not review any vendor provided information not contained within the provided Template. In addition, DHS does not plan on providing formal responses to the Industry feedback received on the Draft RFP Package. All feedback will be reviewed and considered in the development of the final RFP.
All responses should be emailed directly to DHS at: dccoacq@hq.dhs.gov by the specified date and time.
No vendor marketing material will be accepted. Any proprietary materials should be clearly marked.
The below updated high-level notional timeline outlining upcoming key procurement milestones as well as Industry engagement opportunities has been revised as follows:

DHS values every engagement with Industry on this requirement and looks forward to continued engagement throughout the DCCO acquisition process. DHS intends to hold one-on-one sessions starting on 17 September 2020 through 25 September 2020. Dear Industry Partners,
We wanted to provide you with an update on the U.S. Department of Homeland Security (DHS) Data Center and Cloud Optimization (DCCO) Support Services requirement.
As we indicated in the previous notice posted on August 4, 2020, the DHS Office of the Chief Procurement Officer (OCPO) and the Office of the Chief Information Officer (OCIO) are hosting a DCCO Industry Day II (virtual). The goal of the virtual Industry Day is to follow up on the previously issued draft solicitation documents and discuss the Industry provided feedback. Due to the valuable feedback provided by industry, the Government needs additional time to review the responses and recommendations submitted on draft solicitation documents. As a result of the additional time needed, the industry day previously scheduled for August 27th, 2020 is moved to Thursday, September 10, 2020. NOTE: The deadline for registration has also been extended (See Below).
The below high-level notional timeline outlining upcoming key procurement milestones as well as Industry engagement opportunities has been revised as follows:
- Industry Day II (Virtual): September 10, 2020 (11:00 AM – 12:30 PM).

Thank you for your support and interest in the U.S. Department of Homeland Security (DHS) Data Center and Cloud Optimization (DCCO) Support Services requirement. Due to the overwhelming response and number of requests for one-on-one sessions, the Government will utilize the below criteria to assign slots for a one-on-one session.
- Vendor requested a one-on-one session during their March 2020 Industry Day registration.
AND
- Vendor responded to the original RFI (70RTAC19RFI000001) posted to www.fbo.gov on February 19, 2019 titled, “Department of Homeland Security (DHS) Information Technology (IT) Compute and Storage Modernization, Cloud Migration, and Data Center Optimization (Request For Information).”
DHS will contact the vendors who meet the above criteria to schedule one-on-one sessions in April 2020. DHS reserves the right to conduct additional one-on-one sessions with vendors in the future as necessary and based upon the availability of government personnel.

As previously detailed in the subject notices, DHS’s Office of the Chief Procurement Officer (OCPO) and the Office of the Chief Information Officer (OCIO) are hosting a Data Center and Cloud Optimization (DCCO) Industry Day on Tuesday, March 10, 2020. The goal of the Industry Day is to follow up on the previously issued Request for Information (RFI) and the Executive Summary - Objectives and Scope document posted on beta.SAM.gov. In addition, Industry Day will be an opportunity for the Department to share its vision for the DCCO requirement and for industry to provide valuable feedback.
The Government will also provide an opportunity for vendors to meet with DHS representatives during One-on-One sessions. Companies interested in participating in a One-on-One session that are located outside of the Washington D.C. metropolitan area will be given priority registration for One-on-One sessions held the following day on Wednesday, March 11, 2020. If additional sessions are needed, DHS will hold One-on-One sessions within a week at a date and time determined by the Government for companies local to the Washington D.C. metropolitan area. The specific date/time of One-on-One sessions for individual companies will be confirmed prior to March 5, 2020. Please be advised that One-on-One session slots are limited and will be assigned on a first come first serve basis.

Submission of Questions and Recommended Topics for Discussion:
Industry is invited to submit questions in writing prior to Industry Day in response to the Executive Summary – Objectives and Scope document posted to beta.SAM.gov. The Government will present and respond to a selected number of questions during the Industry Day Presentation. In addition, Industry may submit recommended topics of discussion to be addressed during Industry Day.
The Government has provided a “Questions and Topics of Discussion Template,” please see Attachment I, that MUST be used for all submissions.

No questions/requests will be accepted after this date and time.
Additional Information:
The Government will NOT provide responses that include internal agency information. Please be mindful of this when preparing questions and topics for discussion.
No vendor materials and/or associated presentation documentation shall be accommodated and/or accepted and evaluated by the Government in support of One-on-One sessions. Remarks and/or explanations during One-on-One sessions will not qualify the terms and/or conditions of any future solicitation. As a follow-up to our January 9, 2020 posting, attached for your review is the draft Executive Summary – Objectives and Scope document. This document outlines the Data Center and Cloud Optimization (DCCO) requirements, which must ensure continued Data Center 1 (DC1) operations and, where appropriate, migrate fixed infrastructure and mission applications to a multi-cloud or co-location operating model.
This notice corresponds with the Industry Engagement and Procurement Timeline previously provided as follows:
- Draft Scope: February 7, 2020
- Industry Day: March 2020
- Draft – Requirements Document & Evaluation Factors: April 2020
- Comments due from Industry: April 2020
- Draft RFP Release: May 2020
At this time, DHS is not seeking feedback or comments on the scope document. However, Industry will have the opportunity to submit questions in advance of the Industry Day and request topics for discussion. On behalf of the Office of the Chief Procurement Officer (OCPO) and the Office of the Chief Information Officer, please be advised that the Department of Homeland Security (DHS) sincerely appreciates the significant responses and recommendations received from Industry on our Request for Information (RFI), dated February 19, 2019, which sought industry feedback and comments on Information Technology (IT) Compute and Storage Modernization, Cloud Migration, and Data Center Optimization services. The Department has carefully reviewed all responses and we will be incorporating many of the comments and recommendations into our requirement.
As a result of the Industry response to our RFI, the OCPO, on behalf of the OCIO, provides this announcement of the planned release of a solicitation to obtain Data Center and Cloud Optimization (DCCO) Support Services under the auspices of the EAGLE Next Generation (Next Gen) Program. This acquisition has three focus areas. First, the acquisition is designed to continue and optimize the services currently being purchased in a government owned-contractor operated data center located in Stennis, MS, called Data Center 1 (DC1). In addition to these data center services in DC1, this acquisition will allow for the purchase of professional services to assist with migrating infrastructure and applications from existing DHS data centers to Cloud Service Providers (CSP) or colocation sites. Finally, this acquisition will allow for the purchase and lifecycle management of both cloud and colocation services.
This notice is intended to be the first of many avenues of industry engagement aimed at optimizing collaboration between the Department and Industry for this important IT initiative. For your planning purposes, the following notional Industry Engagement and Procurement timeline is provided:
