About this file
This document provides details of the Department of Homeland Security's planned solicitation for Data Center and Cloud Optimization Support Services. The solicitation will seek services to optimize the agency's existing government-owned data center, assist in migrating infrastructure and applications to cloud and colocation sites, and manage cloud and colocation services. The acquisition will have three focus areas: continuing and optimizing current data center services, migrating from existing data centers, and purchasing and managing cloud and colocation services. Industry engagement will include a draft requirements document in April 2020, an opportunity for industry comments and feedback, and release of a draft RFP in May 2020. The agency aims to make an award for these services in early 2021.

Q&A Session - Panel
Question 1. DHS stated requirement of Simplified Management, what is the value that DHS places on automated operations such as automated patching, backup, recovery, security and tuning adjustments?
Question 2. Does DHS see such automated operations valuable if they were available in the cloud as well as on‐premise in a hyper converged infrastructure?
Question 3. Section 6.3, Place of Performance: in the post COVID 19 world, will "contractor facilities" include an employee home location with approved government security systems in place?
Question 4. Will the Contractor inherit existing POAMs that affect the current ATO’s?
Security DHS Office of Procurement Operations 20
Q&A Session - Panel
Question 5. Will the Government please clarify the statement "the DHS‐selected colocation service provider"? Does the requirement refer to contractor proposed colocation service providers that DHS will subsequently select post award?
Question 6. Customer Dashboard and Repository, can the Government clarify if this repository is to include all Component level details in operation across the HCE and if so, will there be standardized governance processes for all Components on what is posted and maintained?
Security DHS Office of Procurement Operations 21
Q&A Session - Panel
Question 7. Does DHS support the SCI nomination process for the winning bidder and will guidance be provided (if not part of the DD254) on the process prior to award, so the winning bidder’s CSO may prepare the necessary paperwork.
Question 8. Most companies do not maintain a large bench of SCI eligible personnel. In order to increase competition, we recommend that the winning bidder be allowed to submit TS cleared personnel for SCI adjudication upon award of tasks that require SCI access.
