About this file

This is a Request for Information (RFI) issued by the Department of Energy's Office of the Chief Human Capital Officer regarding professional medical review services.

DOE is conducting market research to identify qualified contractors capable of providing professional medical review and advisory services to support its Reasonable Accommodation (RA) Program and other workforce-related medical review needs. The anticipated services include reviewing medical documentation submitted with RA requests, evaluating medical limitations and providing written accommodation recommendations, reviewing previously approved RA cases, communicating with employees' medical providers when authorized, and providing medical consultation to DOE personnel involved in the RA process. Medical professionals will serve in an advisory capacity, with DOE retaining final decision-making authority. The initial requirement encompasses reviewing up to 600 previously approved RA cases, with ongoing medical reviews estimated at approximately 150 cases annually over a two- to four-year period of performance. DOE may expand services to include medical reviews for Family and Medical Leave Act (FMLA) requests, positive drug test results, and workers' compensation claims. Services will support a large, geographically dispersed workforce across DOE Headquarters, program offices, field offices, and potentially Power Marketing Administrations.

Contractors must submit responses by 4:00 p.m. Eastern Time, Friday, November 13, 2026, to Contracting Officer Heather Leonard at heather.leonard@hq.doe.gov. Responses are limited to a maximum of two pages in PDF or Microsoft Word format with the subject line "Professional Medical Review Services – RFI." Requested information includes company overview details (business size, socioeconomic status, NAICS codes, UEI, CAGE code, existing federal contract vehicles), company capabilities (experience with federal agencies particularly in reasonable accommodations, physician qualifications and specialties, medical review approach, capacity for the stated workload with turnaround times, experience with geographically dispersed organizations and sensitive medical information protection), and nonbinding rough order of magnitude pricing for both initial and ongoing review scenarios with identified pricing models and assumptions. DOE also welcomes industry feedback on aspects that may restrict competition and recommendations regarding service delivery, qualifications, and pricing structures. This is a research-only RFI; the government will not reimburse respondents for preparation costs, and failure to respond does not preclude participation in any future solicitation.

1. PURPOSE

The U.S. Department of Energy (DOE), on behalf of the Office of the Chief Human Capital Officer (HC), is conducting market research to identify qualified contractors capable of providing professional medical review and advisory services in support of DOE's Reasonable Accommodation (RA) Program and other workforce-related medical review needs.

DOE is particularly interested in contractors with demonstrated experience providing comparable services to federal agencies.

DOE is exploring the establishment of a professional medical review services contract to provide qualified medical professionals who can review medical documentation and provide recommendations regarding alternative and effective reasonable accommodations.

Anticipated services may include:

• Reviewing medical documentation submitted in connection with RA requests.

• Evaluating medical limitations and providing written recommendations regarding reasonable accommodations.

• Reviewing previously approved RA cases.

• Communicating with employees' medical providers, when properly authorized, to clarify medical information.

• Providing medical consultation to DOE personnel involved in the RA process.

Medical professionals will serve in an advisory capacity. DOE personnel will retain responsibility for processing RA requests and making final accommodation decisions.

The anticipated services may support a large, geographically dispersed workforce across DOE Headquarters, program offices, field offices, and potentially Power Marketing Administrations, as applicable.

The initial requirement may include reviewing up to 600 previously approved RA cases, with ongoing medical reviews estimated at approximately 150 cases annually. These estimates are preliminary and are not guaranteed quantities. The anticipated period of performance is two to four years.

DOE may also consider expanding services to include medical reviews associated with Family and Medical Leave Act (FMLA) requests, positive drug test results, and workers' compensation claims.

Interested contractors should provide the following information:

A. Company Overview

1. Brief description of the company, including business size and socioeconomic status.

2. Applicable North American Industry Classification System (NAICS) code(s).

3. FEEDBACK

DOE welcomes industry feedback regarding the anticipated services and potential acquisition approach.

Interested contractors are encouraged to identify any aspects of the contemplated requirement that may unnecessarily restrict competition and provide recommendations regarding service delivery, medical professional qualifications, pricing structures, or other considerations that may assist DOE in developing its requirements.
