About this opportunity
The Defense Health Agency is seeking pharmaceutical pricing quotations for six newly approved drugs to be reviewed for inclusion in the Department of Defense Uniform Formulary during the February 2026 Pharmacy and Therapeutics Committee meeting. The drugs under consideration include Hyrnuo (Lung Cancer - HER2+), Javadin (Antihypertensive Agents), Komzifti (Leukemia and Lymphoma Agents - Acute Myelogenous Leukemia), Lasix ONYU (Diuretics), Redemplo (Antilipidemics-2), and Starjemza (Targeted Immunomodulatory Biologics - Interleukin 23). Manufacturers must submit quotations through two agreement mechanisms: Uniform Formulary Blanket Purchase Agreements (UF BPA) for pricing at Military Treatment Facilities and mail order pharmacies, and Uniform Formulary Additional Discount Program Agreements (UF ADP) for refunds on retail network prescriptions. The P&T Committee will evaluate submissions based on relative clinical effectiveness and cost-effectiveness, with potential tier classifications including generic (Tier 1), formulary (Tier 2), and non-formulary (Tier 3). Critical deadlines include a pre-quotation teleconference on December 17, 2025, clinical question responses due by a specified date, and all quotations due by January 5, 2026, with the P&T Committee meeting scheduled for February 4-5, 2026.
This solicitation carries no set-aside designation and is open to all eligible pharmaceutical manufacturers. No incumbent contractors or award values are specified in the solicitation materials provided. Manufacturers may submit pricing for up to ten National Drug Codes per product category, though additional NDCs may be accommodated upon request to the Points of Contact. Quotations must include detailed pricing information using multiple methodologies, including non-Federal Average Manufacturer Price (non-FAMP) discounts and Wholesale Acquisition Cost (WAC) discounts, with manufacturers required to submit fully executed signature pages with their quote submissions. The place of performance is identified as San Antonio, TX 78230, where the Defense Health Agency administers the Military Health System pharmacy benefits program, and pricing submissions should align with the specific formulary scenarios and tier designations outlined in the attached price list templates for each therapeutic drug class.

Update #2 · Latest ·
The Department of Defense (DoD) is required by law (10 U.S.C. § 1074g) to establish an effective, efficient, integrated pharmacy benefits program for the Military Health System (MHS) which includes the purchase pharmaceutical agents. The law and implementing regulation (32 CFR Section 199.21) describe the process by which the DoD Pharmacy and Therapeutics (P&T) Committee will consider the relative clinical effectiveness and relative cost effectiveness of pharmaceutical agents in a therapeutic class in recommending the selection of agents for the DoD Uniform Formulary (UF) and, for cost sharing purposes, the classification of a pharmaceutical agent as generic, formulary, Basic Core Formulary (BCF), Extended Core Formulary (ECF), or non-formulary (NF). Prior to the scheduled P&T Committee meeting, a Request for Quotation (RFQ) for pharmaceutical agents within Drug Classes identified for placement on the UF has been issued to obtain quotes from industry. The Defense Health Agency may award Uniform Formulary Blanket Purchase Agreements (UF BPA) and the Uniform Formulary Additional Discount Program Agreements (UF ADP) based on the UF decision. This process is described in the attached RFQ.
