About this opportunity

The Defense Health Agency is requesting quotations from pharmaceutical manufacturers for oncological agents treating myelofibrosis and antihemophilic agents in the non-factor agents category to be considered for inclusion in the Department of Defense Uniform Formulary. The solicitation seeks pricing quotes and refund proposals under two programs: Uniform Formulary Blanket Purchase Agreements (UF BPA) for Military Treatment Facilities and TRICARE Mail Order Pharmacy, and Uniform Formulary Additional Discount Program (UF ADP) refund quotes for TRICARE retail network pharmacies. The procurement is mandated by 10 U.S.C. 1074g to establish an effective and efficient integrated pharmacy benefits program for the Military Health System. The DoD Pharmacy and Therapeutics Committee will evaluate submitted quotes based on relative clinical effectiveness and relative cost effectiveness of the pharmaceutical agents, classifying them as generic (Tier 1), formulary (Tier 2), Basic Core Formulary, Extended Core Formulary, or non-formulary for cost-sharing purposes. A pre-quotation teleconference is scheduled for November 20, 2025, with quotations due by January 16, 2026, and the P&T Committee meeting scheduled for February 4-5, 2026, though an amendment issued January 8, 2026 moved the antihemophilic agents review to May 2026.

This solicitation carries no set-aside designations and does not identify any specific incumbent contractors. No explicit award value or budget range is stated in the solicitation notice. Manufacturers must submit pricing for all National Drug Code packages and complete detailed pricing appendices with Blanket Purchase Agreement and Additional Discount Program information, with quotes contingent upon agents being placed on designated cost-share tiers. The solicitation encompasses four oncological agents—Inrebic, Jakafi, Ojjaara, and Vonjo—and four antihemophilic agents, though the antihemophilic agents class will not be reviewed until the May 2026 P&T Committee meeting. The place of performance is listed as San Antonio, Texas 78230, which serves as the Defense Health Agency headquarters location.

The Department of Defense (DoD) is required by law (10 U.S.C. § 1074g) to establish an effective, efficient, integrated pharmacy benefits program for the Military Health System (MHS) which includes the purchase pharmaceutical agents. The law and implementing regulation (32 CFR Section 199.21) describe the process by which the DoD Pharmacy and Therapeutics (P&T) Committee will consider the relative clinical effectiveness and relative cost effectiveness of pharmaceutical agents in a therapeutic class in recommending the selection of agents for the DoD Uniform Formulary (UF) and, for cost sharing purposes, the classification of a pharmaceutical agent as generic, formulary, Basic Core Formulary (BCF), Extended Core Formulary (ECF), or non-formulary (NF). Prior to the scheduled P&T Committee meeting, a Request for Quotation (RFQ) for pharmaceutical agents within Drug Classes identified for placement on the UF has been issued to obtain quotes from industry. The Defense Health Agency may award Uniform Formulary Blanket Purchase Agreements (UF BPA) and the Uniform Formulary Additional Discount Program Agreements (UF ADP) based on the UF decision.
