About this opportunity

The Department of Defense (DoD) Defense Health Agency is soliciting quotes from pharmaceutical manufacturers for the Uniform Formulary Blanket Purchase Agreement (UF BPA) and Uniform Formulary Additional Discount Program (UF ADP) for specific drug classes to be reviewed at the August 2025 Pharmacy and Therapeutics (P&T) Committee meeting. The solicitation covers newly approved drugs in therapeutic categories including Analgesics and Combination, Antihemophilic Agents, Benign Prostatic Hyperplasia Agents, and Nephrology Agents Miscellaneous. The DoD aims to establish an efficient pharmacy benefits program for the Military Health System, with evaluation criteria focusing on clinical effectiveness, cost-effectiveness, and potential placement on the Uniform Formulary in various tiers (generic, formulary, non-formulary). Manufacturers must have an existing Federal Supply Schedule contract and submit detailed pricing quotes and refund percentages. Key dates include a pre-quotation teleconference on May 6, 2025, with clinical question responses due prior to that date, and final quotes due by May 15, 2025.

The solicitation does not have a specific set-aside designation and will be open to pharmaceutical manufacturers meeting the specified requirements. The place of performance is located in San Antonio, TX 78230. While specific award values are not explicitly stated, the contracts will cover pharmaceutical agents for the TRICARE retail network pharmacies and Military Treatment Facilities. Manufacturers can submit quotes for up to 10 National Drug Codes (NDCs) per drug class, with potential for additional submissions through special coordination. The P&T Committee will have the authority to recommend formulary placement, cost-sharing classifications, and potentially exclude certain pharmaceutical agents from the TRICARE pharmacy benefit program. The resulting agreements will support the DoD's integrated pharmacy benefits program, with the potential to impact drug pricing and accessibility for military healthcare beneficiaries.

Notice text

The Department of Defense (DoD) is required by law (10 U.S.C. § 1074g) to establish an effective, efficient, integrated pharmacy benefits program for the Military Health System (MHS) which includes the purchase pharmaceutical agents. The law and implementing regulation (32 CFR Section 199.21) describe the process by which the DoD Pharmacy and Therapeutics (P&T) Committee will consider the relative clinical effectiveness and relative cost effectiveness of pharmaceutical agents in a therapeutic class in recommending the selection of agents for the DoD Uniform Formulary (UF) and, for cost sharing purposes, the classification of a pharmaceutical agent as generic, formulary, Basic Core Formulary (BCF), Extended Core Formulary (ECF), or non-formulary (NF). Prior to the scheduled P&T Committee meeting, a Request for Quotation (RFQ) for pharmaceutical agents within Drug Classes identified for placement on the UF has been issued to obtain quotes from industry. The Defense Health Agency may award Uniform Formulary Blanket Purchase Agreements (UF BPA) and the Uniform Formulary Additional Discount Program Agreements (UF ADP) based on the UF decision. This process is described in the attached RFQ.
