About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking to procure d-amphetamine and d-methamphetamine immunoassay reagent kits for the Department of Defense (DOD) Drug Demand Reduction Program (DDRP). The reagents must be compatible with the Beckman Coulter AU5800 Series Clinical Chemistry Analyzers used at DOD Forensic Toxicology Drug Testing Laboratories, and be able to detect the target substances in urine at concentrations equal to or greater than 500 ng/mL. The solicitation specifies a two-reagent assay procedure, and the reagents must not interfere with the optimum performance of other immunoassay procedures on the analyzers. Offerors must submit technical documentation by August 21, 2024, and qualified vendors will be invited to submit non-price and price quotes by September 6, 2024. The procurement will result in a firm-fixed-price IDIQ contract with a 5-year period of performance, and key evaluation factors include Performance Test, Past Performance, and Socio-Economic Plan.

This procurement is not set aside, and only Original Equipment Manufacturers (OEMs), authorized dealers, distributors or resellers will be considered. The minimum order quantity is 50 kits and the maximum is 5,550 kits. The place of performance is Frederick, MD.

Notice text

See combined synopsis/solicitation for more information.

The materials shall be for the initial (screen) immunoassay for the detection of both d-amphetamine
(DAMP) and d-methamphetamine (DMETH) in urine when present individually, or in combination, at a
concentration equal to or greater than 500 ng/mL. The reagent shall be compatible with the Beckman Coulter
AU5800 Series Clinical Chemistry Analyzers in use at the Department of Defense (DOD) Forensic Toxicology
Drug Testing Laboratories (FTDTLs), without modification of the equipment. The immunoassay procedure is
limited to a two reagent assay procedure. A vendor’s reagent proposal which requires a separate pretreatment of
each testing specimen prior to testing on the analyzer will not be considered acceptable. The reagent shall be
compatible with the optimal throughput of the analyzer systems and shall not interfere with the optimum
performance of the other immunoassay procedures performed on these instruments. The reagent shall not impose
additional maintenance, servicing, or calibration requirements for the optimum performance of the contractor’s
reagent on the analyzer.
