About this opportunity

The U.S. Army Contracting Command - New Jersey is conducting market research for a chiller replacement and HVAC services project at the U.S. Army Garrison Devens in Massachusetts. The agency seeks to identify qualified sources capable of performing comprehensive remediation services, including providing all necessary personnel, supplies, supervision, tools, materials, equipment, transportation, and fuel. This pre-solicitation notice is designed to assess market availability and contractor capabilities for the Commercial and Institutional Building Construction sector, with a small business size standard of $45,000,000. Interested contractors must submit a two-page response by April 24, 2025, via email to Bryan.e.thompson20.civ@army.mil, including company details such as NAICS code, UEI number, CAGE code, and socio-economic status. The government intends to evaluate responses based on contractors' understanding of the draft Statement of Work and their ability to complete the required tasks.

The procurement will be a single firm-fixed-price contract with an anticipated performance period of 180 days after notice to proceed. There are currently no set-aside designations for this opportunity, meaning both small and large businesses can potentially compete. The solicitation will be posted through the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module, which requires specific vendor registration and email matching between PIEE and SAM.gov. Contractors must have the Proposal Manager role in PIEE to submit quotes or offers. While no specific award value is mentioned, the project involves comprehensive HVAC and chiller replacement services at a military garrison.
