About this opportunity

In 2024, the United States Transportation Command (USTRANSCOM) plans to award a contract for technical support, personnel, equipment, and other services required to facilitate, coordinate, and track the movement of approved Denton humanitarian cargo. This is an informational Request for Information (RFI) to determine market capabilities and help inform the acquisition strategy. The key requirements include facilitating 80% on-time delivery of Denton cargo, providing quality customer service, and submitting required reports on time. Responses to the RFI are due by October 10, 2024, and the follow-on contract is anticipated to be awarded on or about April 1, 2025.

The procurement will likely be set aside for small businesses, with the current program being an 8(a) set-aside. The anticipated NAICS code is 541614, Process, Physical Distribution and Logistics Consulting Services, with a small business size standard of $20.0M. USTRANSCOM is interested in learning about existing contract vehicles that could be utilized, as well as pricing structures and commercial availability of the required services. No award will be made as a result of this RFI, and industry's response will not impact the evaluation of any subsequent solicitation.

Notice text

In 2024, USTRANSCOM plans to have a contract in place for all technical support, personnel, supervision, equipment, tools, and other items and services, except as specified in this Performance Work Statement (PWS) as government furnished equipment, facilities or services, required to accomplish the interagency coordination necessary to facilitate, coordinate, and track the movement of approved Denton humanitarian cargo.

USTRANSCOM is seeking information about what solutions currently exist in the market and is interested in learning about what information industry may need to scope a logical roadmap to succeed.

This announcement constitutes an RFI for informational and planning purposes only. THIS IS NOT A REQUEST FOR PROPOSAL (RFP), nor is it to be construed as a commitment by the Government. No contract will be awarded as a result. Industry’s response to the RFI—or lack thereof—will have no impact on the evaluation of responses to any subsequent RFP or Request for Quote (RFQ) released. The information requested will be used within USTRANSCOM as market research to facilitate decision making (e.g., determining acquisition strategy, small business concerns) and will not be disclosed outside the Government.

Proprietary information submitted shall be appropriately marked. Do not submit confidential information in your response.
**Note** USTRANSCOM will NOT be responsible for any costs incurred by interested parties responding to this RFI.
