About this opportunity
The United States Army Medical Research Acquisition Activity (USAMRAA), operating under the Defense Health Agency, has issued a Special Notice announcing its intent to negotiate a sole source contract with Johns Hopkins University for dengue virus research support. The contract opportunity, titled "Dengue Mathematical Model," is classified under research and development services in the physical, engineering, and life sciences sector. The notice was posted on June 13, 2025, with a response deadline of June 23, 2025. This procurement falls under the authority of 10 U.S.C. 3204(a)(1) as implemented in FAR 6.302-1(a)(2), which allows for sole source contracting when only one responsible source can meet the government's requirements. The contracting agency has designated this opportunity without any set-aside provisions.
The primary objective of this contract is to provide the Walter Reed Army Institute of Research with specialized research and development support for studying the potential impact of Dengue Virus (DENV) infection on military readiness. The scope specifically requires the development of sophisticated mathematical models that can calculate the probability of infection based on travel to specific geographic locations at particular times, assess the likelihood of apparent illness following infection, and determine the duration and severity of such illness. Johns Hopkins University has been identified as the sole responsible source capable of delivering these specialized research capabilities. The eligibility for this contract is restricted exclusively to Johns Hopkins University, located at 3400 N Charles Street, Baltimore, Maryland 21218, as the government has determined that no other entity possesses the necessary expertise and resources to fulfill these unique research requirements. Interested parties have until June 23, 2025, to respond to this sole source notification.
