About this opportunity
The Naval Air Systems Command (NAVAIR) intends to negotiate and award delivery orders under a Basic Ordering Agreement with The Boeing Company for comprehensive Harpoon/SLAM-ER missile support services. The procurement will cover spares, repairs, integrated logistics, engineering sustainment, and various technical support activities including missile system integration, test support, and development of new capabilities like the Harpoon Extended Range version. This sole-source contract is being pursued under FAR 6.302-1, with Boeing identified as the exclusive source due to being the original designer, developer, manufacturer, and integrator of the weapon system. The pre-solicitation notice was posted on February 3, 2025, with responses due by February 18, 2024. Boeing is the only contractor considered capable of meeting the government's requirements because they exclusively own the technical data and possess the specialized technical expertise for these missile systems.
The contract opportunity is not set aside for any specific business category, and small businesses are encouraged to explore potential subcontracting possibilities by contacting Boeing's Chasity Strickland. The delivery orders will be executed from February 1, 2025, through April 30, 2025, under the existing Basic Ordering Agreement N00019-21-G-0006. The scope includes support for United States Navy combatant ships, Foreign Military Sales countries, and various missile system programs involving P-8A and F-18 platforms. While no specific contract value is disclosed, the procurement will cover a range of technical support services for Harpoon missile systems, including launch control systems, encapsulated Harpoons, and software development for munitions reprogramming equipment. Interested parties are advised that the government is not committed to issuing a solicitation or making an award, and all provided information is subject to change.
