About this opportunity

Defense Logistics Agency Troop Support Europe & Africa intends to solicit an indefinite delivery/indefinite quantity contract for clinical laboratory reagents, test kits, calibrators, controls, and consumables, with the follow-on ordering period commencing January 15, 2028. This commercial item acquisition carries no set-aside.

Place of performance is Kaiserslautern, Germany, with USAMMCE serving as the primary ordering activity and logistics hub. The contract will service Department of Defense medical treatment facilities and operational forces across European Command and potentially Central Command theaters.

Supplies must be compatible with Government-owned laboratory analyzers including Abbott i-STAT, Siemens DCA 2000, and other point-of-care or automated platforms. Contractors must maintain 95% fill rates and 95% on-time delivery rates across three order types: routine (72-hour delivery), expedited (24-hour delivery), and scheduled orders. All deliveries occur Monday through Friday, 8:00 a.m. to 4:00 p.m. local time. Shelf-life documentation must show 95% remaining shelf-life for items with codes A–F and 75% for codes G–L. Contractors must provide product recall notifications within 48 hours and comply with cold chain management and 49 CFR hazardous material requirements. Orders flow through DLA's Electronic Catalog system with electronic order confirmation required within one business day.

The anticipated ordering period is five years. Base contract pricing uses fixed FOB Destination with quarterly exchange rate adjustments and one annual price increase per Economic Price Adjustment terms.

A Request for Information is open until October 30, 2026, at 1600 local time in Kaiserslautern seeking vendor feedback on the draft Statement of Work and alternative pricing strategies, including all-USD pricing or firm fixed unit prices by calendar year to eliminate foreign exchange modifications.
