About this file
This is a Request for Information (RFI) and Sources Sought notice issued by the Defense Logistics Agency - Troop Support - Europe & Africa (DLA-TS E&A) in conjunction with the U.S. Army Medical Materiel Center-Europe (USAMMCE) to conduct market research for an upcoming Indefinite Delivery/Indefinite Quantity (IDIQ) contract recompete. The Government seeks to procure clinical laboratory reagents, test cartridges, calibrators, controls, and associated consumables compatible with specific Government-owned laboratory analyzers including Abbott i-STAT, Siemens DCA 2000, and other point-of-care or automated platforms. This is a Commercial Item acquisition under FAR Part 12 with Product Service Code 6550 (In Vitro Diagnostic Substances, Reagents, Test Kits and Sets) and NAICS Code 325413 or 423450. The primary ordering activity and logistics hub is USAMMCE in Kaiserslautern, Germany, serving Department of Defense medical treatment facilities and operational forces across the European Command (EUCOM) and potentially Central Command (CENTCOM) theaters. The anticipated ordering period is five years, commencing January 15, 2028 through January 14, 2033.
The Government requests comprehensive vendor feedback on two primary areas: a detailed review of the draft Statement of Work with specific citations to page numbers, sections, and paragraph numbers, and responses to alternative pricing strategies. The pricing strategies under evaluation include: (1) requiring all proposals to be submitted in U.S. Dollars rather than Euros to eliminate foreign exchange rate adjustments and contract modifications, and (2) allowing vendors to propose Firm Fixed Unit Prices for each individual calendar year (Years 1-5) of the ordering period to eliminate the need for Economic Price Adjustment clauses. Interested vendors must submit responses by October 30, 2026 at 1600 local time in Kaiserslautern, Germany, via email to the identified Government contacts (Edwin Roldan, Danny Hoebel, and Kevin Rafferty) in Adobe PDF or Microsoft Word format, not to exceed fifteen pages excluding the SOW comment matrix. This RFI is for market research and planning purposes only and does not constitute a solicitation, commitment to award, or obligation to reimburse respondents for any costs incurred.

1. Disclaimer & Purpose of Notice This is a Request for Information (RFI) / Sources Sought Notice issued for Market Research and planning purposes only.
· This is not a Request for Proposal (RFP), solicitation, or promise to issue an award.
· The Government will not pay for any information or administrative costs incurred in responding to this RFI.
· All costs associated with responding are solely at the respondent’s expense.
· Responses will not be returned and will be treated as information to shape the Government's acquisition strategy.
2. Requirement Overview DLA – TS E&A, in conjunction with the United States Army Medical Materiel Center-Europe (USAMMCE), is conducting market research to support the recompete of its commercial laboratory supplies contract.
The resulting contract will provide clinical laboratory reagents, test cartridges, calibrators, controls, and associated consumables that operate in conjunction with specific Government-owned laboratory analyzers and capital equipment (e.g., Abbott i-STAT, Siemens DCA 2000, and other point-of-care or automated platforms).
The primary ordering activity and logistics hub is USAMMCE, servicing Department of Defense (DoD) medical treatment facilities and operational forces across the European Command (EUCOM) and possibly Central Command (CENTCOM) theaters. The follow-on ordering period is projected to commence on 15 January 2028.
3. Industry Feedback & Inquiry Areas The Government requests that interested vendors provide comprehensive feedback on the following two (2) areas:
A: Draft Statement of Work (SOW) Review Vendors are requested to thoroughly review the attached draft SOW and submit any questions and/or comments from your analysis. To ensure effective evaluation, respondents MUST cite the specific SOW Page Number, Section, and Paragraph Number for each individual comment or question. The draft SOW contains specific language highlighted in yellow, denoting updates or new terms compared to the current contracts. The Government specifically requests industry's assessment of these highlighted provisions regarding feasibility, commercial alignment, and potential cost drivers.
B: Alternative Pricing Strategies The contracting team is evaluating alternative pricing strategies that could be implemented with this upcoming requirement. Please provide your responses to the following strategies:
· Currency of Proposal: US Dollars ($) vs. Euros (€)
· The Government intends to only accept offers submitted in USD vs. EUR in accordance with FAR clause 52.214-35. This would eliminate the need for lengthy contract modifications to update foreign exchange rates due to the ECAT system that DLA TS E&A uses to process orders not allowing foreign currency.
· How would this intent impact your business?
· Can your business implement techniques to mitigate foreign exchange risk?
· Are there any foreign exchange risk mitigation techniques that the Government could implement?
· Firm Fixed Unit Prices (FFUP) by Ordering Year
· The Government intends to allow vendors to propose FFUP based on the Government’s estimated usage for each individual calendar year within the 5-year ordering period. This would eliminate the need for the inclusion of an Economic Price Adjustment (EPA) clause that does not allow for vendors to factor in future escalating expenses into their proposed pricing.
· Is your firm able to provide Firm-Fixed Unit Prices for each individual ordering year (Year 1 through Year 5) based on Government estimated annual demand?
4. Response Submission Instructions Interested parties are requested to submit a response as follows:
a. Company Information: Include Company Name, Address, CAGE Code and Unique Entity Identifier (UEI), Point of Contact (Name, Title, Email, Phone Number, Website)
b. Industry Feedback: Provide feedback as outlined in Paragraph 3 above.
c. Due Date for Responses: Friday, 30 October 2026, 1600 local time in Kaiserslautern, Germany.
d. Submission Format: Responses must be submitted in electronic format (Adobe PDF or Microsoft Word) via email.
e. Page Limit: Not to exceed fifteen (15) pages total (excluding the SOW comment matrix).
f. Submission Email: Send responses with the Subject Line “Response to RFI: Laboratory Reagents IDIQ Recompete – [Company Name]” directly to:
